Kitchen issue - Nothing but plump helmets cookable?

None of my cook dwarves will mix plump helmet with anything. Of course, everything in the kitchen menu is marked to Cook, but I've had barrels and barrels of dwarven syrup and flour sitting for years now and they will not use it. They'll just put together plump helmets.

I'm not exactly sure why they choose the ingredients they do, but you can force them to use the syrup and flour by turning off cooking for everything but them.
