My Captain of the Guard was just sentenced for violation of a production order.  Who's going to chain him up?  We'll see if he does it to himself.

I had a Captain of the Guard get ordered for a beating once.  Unfortunately he waited for "someone else" to give him one instead of giving it to himself.

Maybe it's a personality thing? Like if you had a really, really honest anti-corruption mayor, he might do that. If not, then it should be.
