I added in a 'wellspring' that produces water and food for nothing, but I want it to require cotton candy as a building material, to add some semblance of balance back in. Is this possible?

Pretty sure. Should be able to add it as a building material as you add any other building material. I haven't done such things in a while so if you want more specific instructions you'll have to wait for someone else, but if not yep, should work fine.
