I found a bug, totally by accident. Don't know if it's been reported.

What happened was I accidentally switched 'dwarves stay inside' on, and it cancelled some jobs outside. All normal so far.

However, I have noticed that dwarves go back to the wagon site to get a new job if they get a job cancellation. But with dwarves stay inside on, they can't get outside. So instead they sit at the edge of the inside/outside barrier, frozen, until you allow them to go back outside.
