Migrants without labor

This maybe be a stupid question but I couldn't find it by searching...

I have two new migrants whom I can't select or change their labor...they just wonder around aimlessly doing nothing.  Is this a new feature or a bug? 2 migrants who about as useful as children?

if you are running lucky number 13 its probably a bug.

Well, in fact, in .13, u got Drunk and War peasant who could not be assigned labor. They are new type of migrants. I assign them as nobles.

my two migrants were war peasant and thief
