Unless someone has a way to predict whether their machine will do it or not, which is half the issue, its like shooting into the dark
I'm afraid you can't do that; you'll run into the halting problem.
...No you won't...
I wasn't thinking anything that complicated. I was thinking: Write a program that fills every free byte in RAM with a number like -100, then run DF, gen a world, and see if there are any layers 100 levels away from where they are supposed to be. Granted that's a vast oversimplification, but it seems like a good way to at least get these weird computer-specific glitches to behave more consistently, and make "patterns" easier to detect.

(Either that, or someone could just code a map editor for DF, and we could build all the weird embarks we wanted)

Is that like the holy grail of utilities or something?

Sure would be nice.

Diso Faintpuzzles was born in 120.  Although accounts vary it is universally agreed that Diso was chosen by fate as the vanguard of destiny.

In the early spring of 143 Diso began wandering the wilds.

In the early spring of 143 Diso starved to death in the Horn of Striking.
