Well, with an analogue clock you can have the top be either 0 or 12, evidently people decided 12 was better than 0.

Which doesn’t really make that much sense, what with it being the first hour of the morning and afternoon, rather than the last, but hey, people are silly.

The change to digital would have been a good time to fix that, but it's easier just to count up from 12 to 11.

I also prefer 24 hour time. It gets annoying when someone says something like "V šest hodin.", which can means either at 6PM, or at 6AM. So I tend to ask which they mean even if it is obvious, such as when they say they want to do some kind of daytime activity at "two".

And if one wants to use a 12hour clock, they should specify if they mean morning, or afternoon.
As for midnight and noon, I think midnight should be 12PM=0AM, while noon should be 12AM=0PM

The issue here is using it as 12 until it turns into 1. 30 minutes after midnight, it is considered 12:30. But since it is after midnight, it is already AM.
If people were sensible and used 0, all this confusion could be averted. But alas, timekeeping as we know it is a mesopotamian invention, and they did not know 0.

Bah. Just use POSIX time. To Hell with 12-hour clocks, 24-hour clocks, DST, leap seconds, time zones, minutes, hours, days, etc. Just one number that is what time it is, increments by 1 every second, and will keep doing so at that rate forever.  Simple, easy, unambiguous, and totally unrelated to arbitrary astronomical phenomena and all the complexity they add; if for some reason you care where the Sun is, you can just do the modular arithmetic to figure it out.

But many people still care about the relative rotation of Earth to Sun and can't do modulo 86400 in their head.
It might be easier if length of second was changed so, that the time between noons was n*10000s. n ∈ N

Semi-Edit: Oh, I almost forgot. It is not the same time on the whole Earth. People would still have to account for where they currently are, so it would not be easy, just easier.

I imagine at some point an arbitrary 'standard second' will be developed, off of local pulsars or something.  Once we develop it computers should just be able to keep it, and even compare it against other computers to keep themselves accurate.

Or you know, we won't ever get that far because afiact space travel isnt ever going to be fast enough to matter.
