It is a crime to sell porn to children I understand that... but if a child walks into a porn shop and asks for porn and sees the porn they have on display (because they ignored the signs) there shouldn't be criminal charges... just escort the child outside the shop.

What the law they are talking about is "Underage viewing of websites"

It's not really a crime. This is completely foreign to the spirit of the law, even if it can be shoehorned into the letter of it. The idea of the bill is to make it criminal to abuse sites (hacking, DDoS, ect.) and the way they thought they could accomplish this would be making ToS have weight behind it. Unfortunately, fear over being found in violation of COPA lead most sites have their ToS's include age requirements.

I doubt you'd find much opposition to fixing this, there's just no attention on it.

In spirit, the law seems similar in effect to age restrictions on selling certain movies or games. The problem is with how could they enforce it. When a site says "are you 18 years old?", how is it to know who is actually accessing the content? The best you could do is trace every single access back to the computer of origin, but then you'd have to somehow find out who was "viewing" the computer at that time.

It's an investigative clusterfuck that would take too many resources to enforce properly, or at all, really. If anything would come of this, they would just crack down on some of the larger operations, because targeting individuals is to exhaustive to the system. Basically, it's a stupid law that will probably never work or do anything.
