new civil war bug?

I visited a bandit camp at random, and since the goblins weren't hostile, I had a talk with some of them hanging around. For the hell of it, I asked 'Service'.

"Brigands and lawless ruffians must be brought to justice.
 We are in Wargold.
 Seek this place and kill Gicast Rapidshock the Axeman."

What, your overlord? Alright, so I did. And no one in that camp wanted to hear my report.

Yes, this has happened to me once aswell. I think that quests are produced by selecting from a pool of 'bad' entities (regardless of whether the quest giver is hostile to them), and are selected starting from the closest proximity and moving outwards from the quest giver. So if you manage to be friendly with a bandit camp, they will tell you to kill their leader because the leader is in the 'bad' pool and also the closest to them.

Sounds similar to the old bug: "Could you kill our millenia old monstrosity of a leader? What, you killed him? How dare you?"
