How do I get them to acknowledge me as ruler of the town? I killed the old lord, and declared myself ruler of the town, but I didn't get any announcement, and the people still say the old group is in charge.

Walk around a bit. This happened to me and I had to move in and out of the room where I killed the old lord to get the announcement.

I've had this as well, where I chop off limbs and break bones without sustaining an injury myself, but they still fight.

Is it possible to encounter armies on the march? I believe I just have because I encountered a large group of fighters travelling to a hamlet where people had said an army was marching to.

Toady added them in play, IIRC.

I've heard fast traveling heals most injuries, though I've never noticed it.

 I have a broken left hand, no right hand, two broken arms, two broken legs, no back teeth, a missing finger (on the hand which is also missing) and missing toes.

 They can be harmful. I can't pick anything up, I'm considering finding a hole to go die in.

Just sleep. All the broken stuff heals in only ~8 hours of rest. Or become a werebeast for full regeneration of severed limbs. Or just become a legendary biter and just forget about "other limbs" then your head.

I'm not talking about broken body parts being harmless,I'm talking about fingers ears and toes,they never heal but don't do anything.

Is there a way to get out of webs? I was going through a tunnel when I got trapped in one, and I've been struggling to escape for about 10 minutes now.

Think that may be a bug, they should be able to only hold you in place for about half a second or so of realtime.
Unless it was a intentional change with the new release.

Press '.' a bunch of times to wait a few frames, you'll get out in about 5-10 ticks.
I'm guessing it was an intentional change.  Previously getting caught in a web only used up about one move, so there wasn't much reason to avoid them unless the web-sprayer was right in front of you.  Now getting caught while enemies are nearby can really mess you up, which is probably how it should be.
Toady should make it so that trying to move also skips frames though.

I have had people yeild to me. One was my companion that got upset that I attacked a badger. A few ticks later they go into "No-Quarter" mode and try to kill you again.
