That's almost what "reserved barrels" in the stockpiles is about, although it reserves barrels for dwarven syrup also.

ok...can someone explain me clearly what I had to do so that my dwarfs use the empty barrels to brew at the still now?

I have disabled every hauling jobs, canceled all storing jobs, set the stockpile options to "every" possible setting and my brewer says that he has no empty barrel to brew.

It's hard enough that they don't use the places in the barrels for seeds and food etc. a little bit effective but that they die of thirst because they have supposedly no empty barrel is a deadly bug in my opinion.
