Why don't you turn this into a discussion thread for the game? It obviously won't start any time too soon, so you might as well get you rules set hashed out.

Are the lovers both pro-dwarf?

Goblin Terrorist only needing half of everyone else to die is pretty easy.  If you want to keep the theme of he doesn't have to be the last man standing, give him a bomb that goes off when he dies, killing either whomever NKs him or the last person to vote for him plus someone else at random, a la Deadman Bomb from Paranormal.  That way, if he makes it to 3p LYLO, he wins.
