Why would we reform the civil service in a good spell? Telling people they're losing their jobs during a recession is bad enough for the government but telling them during a good period is going to obliterate the party's chances for a long time. Yes, it needs to be done, but no one has the balls to do it when there isn't an immediate problem.

It's easier to lay people off when they have harder prospects finding a new job?  Back in 1929, the Republicans put that theory into practice.  The result was the longest domination of the political process by a single party in American history, three decades of more or less all the shots getting called by the democrats.

When unemployment is high, firing more people is stupid from both an economic and a political perspective.
