Won't Make Charcoal

I have set three dwarve's professions to wood burner and none will make charcoal. They keep coming up with no job. This happens with other stuff sometimes too.

They are obviously elvish spies.

I'm assuming that you've built a wood furnace and issued a few "make charcoal" orders but they still hang around in your meeting zone drinking booze and chilling with their friends.  I've had this issues with miners before, but I was able to overlook it due to their inherent dwarfiness.  Refusing to burn the bones of sacred plants?  I think you've got yourself a problem.

Foolprooof way to penetrate aquifers of unlimited depth.  (Make sure to import at least 10 stones for mechanisms)
Toughen Dwarves by dropping stuff on them.  (Nothing too heavy though, and make sure to wear armor.)

Check that the workshop profile lets them work in that particular workshop.

And check that they're in the same burrow (or no burrow at all)

If you build another one right next to them - will they build it? Will that one work?

I don't use burrows or Workshop Profiles, and it isn't the workshop, its that they are ignoring the labor setting.

Do you have an accessable stockpile of logs, and that there's no obstructions or locked doors in the way?

Hmm... that is puzzling. All I can suggest is taking a seperate dwarf and turning all labours off, and then turning just wood burning on, and hope to Armok that he doesn't attend a party.

Done it. Three FBs and 10 dead dwarves. No charcoal. This isn't a problem for all my fortresses, its only sometimes.

That shouldn't have any effect.

To the OP: are you sure you enabled Wood Burning (which does work) and not Furnace Operating (which does not work)?

It's amazing how they can make an entire floodgate out of the bones of 2 cats.

That shouldn't have any effect.

Check if they have the labor enabled. Strange as it sounds some times migrants show up with the skills but not with the labor activated. I remember wondering why my new proficient carpenter wasn't making cabinets and finding out he wasn't allowed to

That only applies to forbidding the actual boulder used to build the workshop, not marking its material as economic in the z-stones menu.
