I dont know...Squad I would think. press m (military) f (ammunition) then I scroll down to the squad, move the cursor to the right where the 3 different types of bolts are.
(+/- increase amount) I have set it to 30.

Try multiplying 30 x the number of Dwarves in your Archery squad.

They wont use the "newbie" wood bolts either.... I tried reducing the amount of bolts to 10, but only one of the two active dwarves will practice (with the silver bolts)

I tried releasing 3 goblin snatchers behind Fortifications. Ordered the squad to kill on of them, Got "soldier cannot follow orders" Then I stationed the squad next to the goblins, (there are 4 dwarves in the squad) 1 of them fired silverbolts at the goblins, the others just stood there. When he ran out he went to get some more bolts (one time he collected some woodbolts from the workshop)

There are 4 in the squad, so that should be 120 bolts, I have that.
But now I tried marking the 3 different settings to C for all of them and the amount to 10. Now no one will fire. (I have 2 active and 2 off duty)

Now I've tried:
1.removing all bolts from hunters.
2.changing amount between 50-100 wood bolts.
3.metal bolts 30
4.C and T with wood bolts and nothing with metal bolts.

Didnt help :(

Sometimes a single dwarf will fire at practice targets or released goblins.
