Countries with nukes have a 90% chance of retaliation. Drops your reputation if you're the first striker. If not at war already, suffer additional 10% loyalty and loose a lot of reputation.

You will also loose 40% Loyalty once (but not in successive same-level or lower-level attacks in the same turn) if you are the first striker even if you have a good reason, and Up to 70% if you have a horrible reason. Countries with nukes have a 100% chance of retaliation. Utterly drops your reputation if you're the first striker. Using this 7 times may cause a The End is Nigh timer of 80 turns. If not at war already, suffer additional 30% loyalty and loose a ton of reputation.
