Is it possible to create a creature which is benevolent and good which is able to overtake a civ by peaceful means, possibly even forging good laws too.

I would like different castes of dragons, with different ability (ice dragon, fire dragon, poison dragon, two-headed dragon, holy moth dragon etc.)

You could create some type of creature that had both the [POWER] token and was aligned to good spheres with the [SPHERE:XX] token. That would allow you to create dragons that could take control of civilizations and were benevolent, however it still wouldn't stop them from slaughtering things that well.
