Hm, I don't really understand their systems.  Megaupload works for me, but I added Mediafire below, as I understand different file host sites effect people differently.

Not likely, look up the thread a bit, it didn't work with 4.0.2.

Unless the guy is around, these changes would have to be build back into the main game. I have no idea what it adds to the game, having never seen the mod.

Basically it adds difficulty levels, so you can play as either a paralysed moron that's got everything at 1 and no skills at all or a Superman with skills at 10000 and everything else possible maxed out.

Gives more challenge to people that are pro in LCS as well as helps the n00bs to have some fun without mastering all the Liberal Tactics, so to speak.
