Suggestion: Double Jeopardy

Something notably lacking about LCS is the lack of double jeopardy at any stage of liberal/conservative-ness.
In other words, once acquitted of a crime you can't be convicted of it if tried again.
So, why is it missing?

Simply because (IIRC) you can't be tried twice for a given crime in the American justice system. It's the real life law.

Double Jeopardy is only applied to the same instance of the crime. If someone for example rob's a store, and then for some reason is not guilty. No matter what they find or what happen's, he cannot be tried for robbing that same store ever again. But if he robs the store nextdoor to the previous shop, he would go to court since it isn't the same instance of the crime.

Well, here it's if you commit a crime, like murder, and spend the time in jail. If that person isn't dead, or that store not robbed, you can do it and get away.

Really? So if you are pissed at the person for wasting your time in court, you can just go and do whatever it is you were accused of scoff free? What a country!
I didn't word that correctly, basically you can't go to court for robbing the store the first time ever again. But if you rob the store a second time, you can be charged for that.

Actually, no. If you were found not guilty and the person turned up alive, effectively that trial and its verdict just go away, as there was never a murder for you to be acquitted of. If you go and murder that person for real, you can still be arrested and tried.

Maybe if a criminal record for all crimes found guilty of was in, the record could make crimes with no known perpetrator, such as when the crime is committed with complete stealth, cause slight amounts of heat based on the crime and previous records, but without causing a siege and the cops just trying to question the suspect.

I'm not in favor of complicating the system excessively. However, ways to implement stealth stuff would be nice, and the justice system is flawed in parts.

The heat/crime connection isn't exactly intuitive. The connection, actually, doesn't even exist. Heat and crime counts come from the same source (the actual deed) but after that, they stop influencing each other. This starts to create problems when the player does a lot of community service - the characters are still wanted for the same crimes but for some reason ignored by siegers. Getting rid of heat is good but it should make a bit more sense.

Crime counts multiply for each potential perpetrator. Single Liberal kills someone - it's a single murder per person killed. Six Liberals at a site kill someone - it's six murders per person killed. 50 Liberals camp in a safehouse where intelligence files are published - gosh, that's 50 treason charges coming your way! While it's logical for something like this to happen, it needs to have some sane boundaries.

Double jeopardy means that the same accusation can't be raised against you twice.  It does not mean that you can't be brought back to court.  For instance if major new evidence comes to light, a judge can rule to reopen a case.  If you go out and commit the crime you were originally accused of, double jeopardy don't mean squat.  Double jeopardy is about a practice that happened in many countries when the constitution was being written where if you were found innocent in a trial, they could just come at you again with a new judge and jury.  In the american criminal justice system, this is only permitted in the case of a mistrial, when something was found to be seriously screwed with the original trial like an incompetent defense, a biased judge or misconduct by one of the parties.  But an appeals court is not supposed to retry a case, only judge it's validity.
