Troubleshooting,

So, I've surpassed fifty a while ago, yet I still cannot seem to get my Captain of the Guard.
I've made a Guard unit before, so I know how to make it. The game's just not letting me.
Is there some requirement I don't know about?

Do you have a mayor?
I know if you have a mayor you should be able to appoint a Captain of the Guard.

Mm, that's another problem..
..I have already met the requirements for a mayor. Haven't gotten one of those, either.
