"Since you can mind control, the most obvious course would to be to bring the people up top, under your control. The problem is that leaders tend to not only be well defended, but well informed too. They do have a weakness however. No one man can know everything. No one man can be everywhere at once. Leaders depend on a network of offices and advisers to act as their eyes and ears, and guide them through critical decisions. These critical people arn't privy to the same standard of protection as their rulers, They are still well defended, but are not under constant watch, also, because their knowledge is of a specific field, they are slightly less wise, less capable of seeing through deception than a ruler might be. Perhaps if you could take control of these people, or take control of their next in lines, and then "Displace" Those already in office, the current regime will be near completely under your control."
"You can also go about this the exact opposite way. Take control of the peasants, of the lowest soldiers, and of the unwanted. The people societies tend to abandon also tend to be the most numerous. You could stir up a good old fashioned rebellion. Problem here is that this is a fortress. The peasent population is likely small. You may be able to stir up some brief chaos, but then you'll run into your greatest problem."
"The words "Rampant Mind Control" along with the legion of elves trying to kill you, tells me you've been working that magic, and they didn't take to kindly. You got a free pass thanks to me, but that card has been played now. These people don't trust you. It doesn't matter what plan you come up with, You could go as far as to framing Dwarves, Goblins, or Orcs for an assassination or an attack and starting a war, and in all likely hood, the heat would still somehow, find its way back to you. You are likely the first one on the elves list of people to blame when things go wrong. A perfect plan is a plan where everything can go wrong, but you will still come out on top. Any plan You come up with if one thing goes wrong, it's over. Hell, An outsider could probably do something, and the elves would probably blame you. If I had a mind controlling Dragon who had attacked me before living under me, That's who I would blame if something bad happened."
