5 as a minimum.  I'd probably dump out 25+ because I always have idle workers and can afford the workforce.  A few levels of tree farms and it'll run smooth.

the entire z-level with the exception of your stairs and a wall with a locking door surrounding the stairs (to help save on fps when you aren't harvesting from that floor)

Also, how does having a closed door help with FPS?

First, it prevents the dwarves from attempting to path in there, which gives them one less option, and thus causes less of a drop in FPS.
Second of all, it does not take very long at all, considering miners usually hit legendary pretty quickly doing that kind of work.

Just assign a whole soil layer for digging.  Even if you start with 1 miner on a 3x3, shouldn't take more than 2 years.  Soil goes through quick, but provides the same skill as stone.  So once you've got a few migrants without jobs, you can send like 4-5 miners out and by the time they're done, they should be legendary.  Then remove their mining job and put them in the military using picks!

The 3x3 wall with locked door is to prevent pathfinding.  Every spring, assign the whole layer to be chopped of trees and unlock the door, and have a massive tree stockpile somewhere else.  Every summer, re-lock the door, and hopefully you've got all your wood tucked away.  If you have multiple harvesting floors, then you can open the next level when summer hits.
