Can there be wars between nations or towns or regions or races example: goblins vs human Can that happen?

sometimes you'll come across battles in progress, but the feature isn't properly implemented yet.

(sometimes, a town will end up split between 2 civs, or bandit camps will spawn inside hamlets.)
