I don't think Dwarves would know how to use electrolysis.... Well to do anything.

Unless they used candy rods and magma.... Dorfs + Electricity ftw

Im sure they could put togther a mechanism and some pedals and make a magnetite dynamo in a vat of water with a graphite and copper rod at each end respectively

You mean like:
werewolf scratches Urist McSilverLover and gets silver sliver to the nail
Werewolf goes unconscious Urist McSilverLover notices gaping wound to the chest and dies

More like:

Werewolf scratches dwarf through silver breastplate
Werewolf's hand is burned on the silver breastplate!

The dwarf is hurt, but the werewolf receives a minor injury to the part of its body that touched the silver. It gets worse the more it touches it. If it was intelligent enough to use a weapon it could theoretically avoid it, unless the dwarf starts to punch it with a silver gauntlet or something (or god forbid, gets it in some sort of hold through wrestling. Then it would just burn the werewolf through the held area indefinitely unless it breaks free).

Of course, the ultimate way to end the werewolf's life is to shoot it with silver bolts. If any of them get stuck, it'll do some serious damage.

That's very possible.

If the types of creatures affected by silver are kept nice and restricted, I think it could work without being too overpowered. It's not like you could just send any old dwarf coated in silver armour using silver weapons against any night creature. It would be better if it was specifically for werewolves only, or something similar (werecapybaras). It could become more important in the future if werewolves become as influential in our fortresses as vampires are going to be.

Silver, like cold iron was one of the traditional anti-supernatural substances. Blood and Bones of the earth. So it would hurt undead, were-creatures and various other supernaturals.

I was just a bit concerned that it would mean nightcreatures wouldn't stand a chance against your fortress's silver coated ghostbusters.

They probably wouldn't. Cold iron would probably do them in too.

Perhaps werewolves could fear and be repelled by silver armour. They'd still attack you, but they may be a bit more hesitant. It could be a good way to test for werewolves, you know. If, for example, the dungeon master is bitten by a werewolf and his coffers have been decorated with silver studs, he could gain unhappy thoughts from being around them (which get progressively worse).
