GIMP is alright for editing. Krita is better for generating, in my experience.

Krita is my painting program of choice. I've also heard good things about FireAlpaca. Paint Tool SAI and Photoshop are both popular, but also both premium.

Adding an extra voice in favour of krita. It's pretty damn awesome when it comes to digital painting.
Paint.net is... Well, it's definitely a step up from MS paint. I'd describe it as MS paint, with layers. Haven't used it in years, mind you.

If you cant borrow or buy photoshop CS6, I believe adobe gives away photoshop CS2 for free. You may have to browse their website for a bit tho. Then there is Krita which is good but a lot less powerful than PS. Theres gimp but I cant into it.

CS2 or Krita are the best free choices imho

Edit : Have a little WIP

And some music to go with it

Also Autodesk Sketchbook recently became free! Here's some relevant links:
Autodesk Sketchbook: https://sketchbook.com/
Krita: https://krita.org/en/download/krita-desktop/

Also I'm pretty sure CS2 only has a free download for people who originally paid for it.

...Well. CS2 is available on adobe's website and does not require activation. But you are right, adobe never said it was free. They were like "okay we're discontinued support so we don't activate CS2 online anymore. If you bought the software click this link to download a preactivated version". Also it was free to activate before it happened in 2015.

Since then, the page providing the links and keys have been taken down, but the links and keys themselves still work.
This french page copy pasted the information adobe provided, to download old softwares directly from adobe's website.

The links work regardless and are legal to click if you bought CS2, but it is important you do not click them if you havent bought CS2 or else it would be piracy and it is very bad.

Have another wip to make for that understandable mistake

Some alternatives for photoshop here

Krita's still good

Well, it's not free per say. It's...ehm... "complicated". In 2015, Adobe gave CS2 for free to activate for a short time, then shut down the activation server, then released the preactivated versions for people who have bought it. Now it's still downloadable but doesn't appear in the front page of their website anymore, but the links they give back in 2015 are still active.

When confronted about it with a direct question ("is it free or not?"), staff members dodged the question and just answered they made preactivated versions, complete with universal keys for people that bought the product. But they released the preactivated version and the keys publicly, leaving everyone to come to their own conclusion.

Now the version provided along with the key still work, but Adobe never said they were free.

I don't want to give false infos so, that's all I could fetch and verify. What people do with this information is their responsability :D

Also I finished this

Hug-o, I am uncertain where you got that ability to pixellate that blob, but I like how you've layered your art lately to show dimensions in a characteristic style that's pretty much your technique. c: Yay you, and all the other artists here \o/

As far as digital art programs work I've heard some good stuff about Clip studio paint, especially if you're in it only for the painting/sketching part, it's also relatively cheap at 50$ which is like, one or two commissions if you plan on making money with this stuff, even less if you're good and charge accordingly.

Also have some random doodlings so it's not just a text post :V
