Above ground building question

This may be a completely stupid question, but when you build above ground (let's say a 12x12 walled building with flooring) how on earth do I build and connect the proceeding levels.  I realize stairs are the option, but you can't build then without preexisting material there.  I guess a better way to ask this question is, what is the best way to build multilevel structures above ground.  I'd greatly appreciate the help!

dig out a very extensive cellar for building materials, or use a lot of wood

Walls automatically build a floor tile above them.
You can build stairs with b-C-x
A ramp also works

Aside from that, I know little about above-ground

I know what you meant, but I parsed this as "Dragons will eat a dwarf every two years". Which really, would be about the most dwarven pet you could get.

When you build an up (or up/down) stair, you gain build access to the spot directly above it for purposes of building a down (or up/down) stair.  So you can build an up stair on the first floor of your building, then build a down stair directly above it, giving you access to the second floor.

There is no weight imbalance force in DF.  Supports are used solely in Traps, not for weight handling.  Things will fall if ya remove their last brick or stairs, on a level.
