I'm not sure if it works on post count or time after join date, but "Bay Watcher" just means someone who's been around for a while.  "Escaped Lunatic" means someone who just joined, and is thus unpredictable, untrustworthy, and a drooler.  Just like a real escaped lunatic.

As for the little one directly underneath the name (Jurassiced still hasn't fixed hers since the Toady One surge on April Fools day), that can be changed by the individual user in their control panel.
