restarting it clean would be good. Also add in a new rule: If a person fires a weapon, waits for another person (or people) to take their turn, does another action, then waits again, on his next turn he can declare the attack hits, and edit things accordingly. This rule would encourage activeness (to write that an opponents attack missed), prevent projectiles from hanging in the air forever, and give people a chance to actually hit their opponents in a critical way (since no one says "that shot you fired at my commander kills him").
