So it's one of those every one loses situations, probably need to prevent that from happening.

Also that auto-nuking thing seems like kind of a pain in the ass.
Fortunately I can just pause the timer and raise my ethics by increasing humanitarian and economic aid to another country. And the amount of aid increased at a time doesn't effect how much ethics go up so it's better to increase $1 million at a time instead of $50-$100 million regardless. If ethics are increased higher enough the nuke strike should be cancelled.

Let's Play Shadow President Update -- New Year's Day 1998
It is now the beginning of the year 1998. The Cold War has once again shifted mostly in favor of the Soviets with a Soviet-sponsored coup in Columbia as well as a communist uprising in Tanzania. A welcome change has taken place two days before Christmas with the Afghan resistance finally overthrowing the government of the Democratic Republic of Afghanistan and establishing a new government with an ideology of Developing Capitalism. However various factions and warlords resulted in a new phase of civil war so the new Afghan government is forced to maintain a closed society much like its predecessor. Afghan leaders have requested United States intervention in the conflict as well as diplomatic and economic assistance in order to stabilize the country. Plus there is the possibility that the Soviets could return which the United States would consider an act of war this time. Interestingly Saudi Arabia despite being communist has once again refused to join the Soviet Team Alliance. There is a possibility that the United States could help Israel occupy Saudi Arabia in order to secure the oilfields in that country though the Soviet forces stationed on the peninsula would still come to their aid despite being non-aligned unless the Soviets temporarily left their team alliance against like they did in late 1991.

Oh, I picked the "Restart the LP immediately" option because it was funny. You should probably instead do the "build a new scenario" thing.  :P

I think when this problem first surfaced I reverting back day then a week then a month but the results just stubbornly refused to change and I'm still stuck with $0 on nuclear spending. Increasing military spending and pulling all aid has no effect. And since I don't know how this happened to begin with I am uncertain it won't happen again.

We don't need nukes where we're going!
And another problem is my military and nuclear aid money are both stuck at $0. Worse case scenario I have to restart at 1990 or go back to the start of 1995 which would retcon Japan becoming communist and rollback several internal coups. And there's no guarantee either would work.

Update - It appears the problem is a result of Soviet might however I am not certain whether this is a glitch or by design - if the latter is the case then using UGE to fix the aid money could constitute as cheating.

Let's Play Update -- Afghanistan Peace and Economic Improvement

April 1, 1998 - Afghanistan is now a mostly free country with a vastly improved economy and no longer at war following months of economic and peace talks. Before Afghanistan had the world's worst economy and was plagued by civil war which continued even following a Developing Capitalist takeover in late December 1997. With the Afghan Civil War brought to an end thanks to United States diplomatic intervention, the primary concern now facing the new Afghan government as well as my Administration is the looming Soviet military threat. Since Afghanistan is part of the U.S.A. Team Alliance, the United States is now committed to defending them should the Soviet Union decide to attempt to retake Afghanistan. The United States also has another country from which to invade the Soviet Union from should World War III erupt.

Soviet to swole, US afraid.
In a World War III "simulation" involving the United States invading the Soviet Union with its entire conventional military, the Soviet Union still outnumbered the United States three to one. After a month and a half, the United States surrendered after losing nearly a quarter of a million troops while Soviet alliance losses were only one third that. So yeah its safe to say the Soviet Union will present a far greater challenge in the Millennium Cold War scenario.

On a side note, India has attained a small nuclear arsenal on its own and now has regional range and they are about to catch up with China. I suspect by the Millennium that India will lead its own team alliance under a Nationalist ideology.

I like this alternate history where the US does for Afghanistan what they always should have done for them.
I'm reminded of the movie Charlie Wilson's War, and the ending. Billions in secret military aid, but not even one lousy million for a school. No wonder they hate us.
