Dwarves not taking care of dead bodies in the way...

So this problem has gotten so bad and apparently obscure that i need to register instead of just lurk...

There's a bunch of dead bodies that my dwarves refuse to dispose of.
I designated them for dumping and put a garbage dump nearby, but they aren't being moved.

Most of them are dead lungfish and animals
One of them was a dog of mine that got mangled by a wandering gorilla...

I don't know why they aren't being moved. I even have a few skeletons in the way of a paving project and nothing's being done.
Any idea what's going on?

Did you reclaim?  Objects tasked for anything (such as burial) are locked up and unable to be moved or used when you reclaim.

No, i'm not reclaiming a fortress.
I also checked and nothing has the forbidden tag on it.

See if you have "Dwarves gather refuse from outside" in the (o)rders menu. It is off by default.
