In one of the DF talks Toady mentions that it just rains grass randomly. I think the reason checkered pastures, or other pastures that provide fallow areas, seem to regenerate faster is that the animals get kicked around more by repasturing, which spreads out their grazing, meaning more grass is less than dense and thus eligible for a top up when the dice get rolled. They need to be penned in, though, otherwise pen/pasture large animal jobs will paralyse the fort since they're unaffected by labour prefs.
