Italy should have 13+1 Max armies; I've got 11 provinces total. Eight from 61-68, plus 33, 81, and 82.

Is anyone able to make sense of the trade/alliance webs going on here?

Begin research on Experimental Sciences.
Spawn armies at 25, 26 and 31. Move 26's army to 25, and 31.
Construct railroads in 28 and 31.

Armies are spawned at the start of YOUR turn automatically :) They do NOT spawn at the start of the 'global' turnaround.
Like for example--check me! (Spain), I only have the ones deployed, but all areas with an HQ and the Capital will spawn an army, and will only stop when the limit is reached.

Speaking of updates, you can't move directly from 48 to 40, DolosusDoleus, there's no connection there. You can move army from 41 to 40 and then from 48 to 41 instead. Also, there's already a factory at 40, so I guess you meant at 48??
