See that little indent into the hillside just to the west of the bay? I'd tunnel straight into the mountain there, sealing the entrance with a drawbridge over a dry moat and placing barracks and fortifications throughout that whole layer.

As a long-term goal after settling in, dig a second entrance on the eastern cliff face and build a bridge over the bay.  It shouldn't take too long if you cross at the narrowest point.
