If I raid a civilization and get it to declare war on me, defend myself against sieges, and accept a peace treaty, will the civilization continue contact? Will I be able to trade with them?

Context: I'm currently unable to trade with elves for their animals and garden vegetables, and noticed that when I went off to kill goblins their civilization is now known and at war with me.
