150 rep will get us a pretty good hero already, but I could see saving up and spending 200. In which case we'd do something like this:

Hire two Agency Teams (-$8)
P-Man: Patrol Alfredonia: Investigate rumours of Meta activity amongst the rebels. Attempt to prevent the situation from escalating by appealing to all parties to settle their grievances diplomatically rather than through violence (using P-Man's famous charisma). Should violence break out, attempt to subdue it. Announce the results of SWORD's investigation into the rebel's grievances (see below).

Hot Shot: Research Sword Labs (-3 favours, -1$)

2 Agency Teams: Patrol Alfredonia: Provide humanitarian aid, whilst investigating the rebel's grievances. Interview aid workers, take samples of supplies and test them for suspicious substances, have independent auditors go over the books of the relief efforts in search of discrepancies. Provide the results to P-Man to announce.
If needed, provide assistance to P-Man in subduing violence.

The only difference from B here is more detail regarding what our operatives are doing on patrol. Their actions tie in to my proposed event thing.
