I've no use for it seeing as I can't run any games or have the means to buy them anyways.
I tried control panel add or remove programs but even though its not on the list it's still running in the backround and all the files are still there. Help?

I don't really see why you'd want to get rid of steam, plenty of free stuff there like team fortress.
But anyway:

That has both manual and automatic methods of removal.
Exiting steam should shut down the background processes and allow you to manualy delete it, but if it doesn't you can always go into the processes tab of task manager and end the process directly.
