In truth, there isn't any better propaganda for Mereth than the simple showcase of its capabilities.
But if you miss the parades held in the major cities, you still have access to films such as the following, showing a kind of Bear [Background removed to protect the safety of the test site]

Combat Report: Fall 1962

Merethan Activity
The streets rumble as Mereth's Grizzly suits - giant versions of Bear Armor that more fit the role of a walking tank than infantry armor - march to war. The pilot resides in the torso in a motion-capture suit, where their movements are translated to the mech's movements.
It's a bit clumsy and admittedly not terribly agile, but it is very durable (its COMBAT plating can completely tank a Hydra shell before any internal damage at all is experienced) and it has made several people in the Merethan military very happy. Namely, the people who have been consistently screaming at the design division to make some kind of tank. It's Expensive.

Something that rumbles the streets a bit less is the Drop Bear, a revised version of Bear Armor fit with GOFAST tanks that allow the user to jump into the air 50 meters forward. Though the user is stuck to using light weaponry, and the jump is a one-time only thing. Due to increased fuel requirements, it's Expensive as well.

Aratamite Activity
SEEM, another new procedure from the Refinery at Aratam, replaces Goldeneye as the premier supersoldier treatment. Those who go through SEEM have insane abilities, dwarfing those of a Goldeneye. Where the awareness of the Goldeneyes' could be compared to "super peripheral vision," SEEM Soldiers just know instinctively. They know where their enemies are hiding, they know exactly where rockets will hit, they know when an enemy soldier is about to fire their gun.
Aratam's Design Bureau claims that they definitely know exactly how this works. Exactly. All rumors of this power originating from an extremely mysterious and unexplored "Astral Realm" are completely fake and quite frankly embarrassing to whoever spread this rumor.

The revision of Aratam could be seen as a bigger impact than SEEM, however. A complete overhaul of the CryoStat Tank has revolutionized its usage to a nearly miraculous point. With CryoStat availability no longer being a problem, Goldeneyes are Expensive and SEEM soldiers Very Expensive.

Combat Report Fall 1962

As an official response to the crime-riddled lower slums of MAGMA, Mereth has begun equipping their police force with serious firepower.
As MAGMA expands, so do the roads. The original roads - carved into the sides of MAGMA to allow trucks to pass through - still exist, but large tunnels winding through the stone around central MAGMA allow for the MAGMA PD's new Grizzly Enforcers to move through. The Mechanized Assault Strategy & Tactics teams - MAST Teams - empowered with Drop Bears and Grizzlies carve their way through lower MAGMA as they fight with entrenched gangs.
Fighting will continue into Winter and for who-knows-how-long, but the Mereth government is reportedly very proud of the MAGMA PD's newfound progress. Already, police departments across Mereth are beginning the formation of their own MAST divisions to deal with heavy crime.

That is, until the prominent gang from MAGMA assassinates the President of Mereth using a stolen Grizzly. Though "assassination" may undersell what happened at the President's speech. Mereth City's MAST quickly moved in to intercept the gang Grizzly before it could escape the city, and the ensuing battle resulted in damage to large parts of the city. It only ended when Officer Nix Gelus used his Drop Bear suit to jump onto the back of the criminal Grizzly, where he climbed across the suit, using maintenance hatches and brute strength to disable Electrogel motor conduits and disabling the Grizzly, allowing for arrest.

Nix Gelus' heroics only came into the public light when he was let go from the department, scapegoated as the one responsible for the damage the Merethan Police created themselves. Thanks to both his actions and surprising amounts of charisma, he has already begun and made significant progress in a political campaign to elect himself as the next President of Mereth in the upcoming Emergency Election.

Back at Aratam, the Necrostate has finally come to a conclusion in their deliberations that began with the revolutionizing of the CryoStat tanks.
When the Design Bureau presented what they had done with the tanks, several Necropoliticians realized that this could mean effective clinical immortality for nearly the entire populace of Aratam. Others realized this eventually, and the concept of the CryoState met extreme resistance within the Necrostate as several rising Necropoliticians feared for a loss of power.
The deliberations ended when the B.E.O., bolstered with the new SEEM operatives, raided the offices of several Necropoliticians and dispatched their security details without any casualties. With the prominent Necropoliticians against the CryoState out of the picture, the Necrostate began implementation of the program.

New Cryo Clinics opening across the jungles of Aratam have effectively eliminated many medical conditions. Though not everything. As cheap as the CryoStat may be, there are limits. Computers keep track of the CryoStat usage of every citizen in the nation, and usage is budgeted based on influence and status.
The upper-middle class and above get their clinical immortality and experience the effective end of disease. Most of Aratam "just" get significantly-increased lifespans and the removal of wounds once thought impossible to fully heal. The dregs of society still get their CryoStat usage and their lifespans do increase, but not by much.

With the power of the CryoState wielded in the hands of the Necrostate, public resistance falls to an all-time low. Anybody arrested by the B.E.O. for crimes against the state receives a significant decrease in their CryoStat allowance for the year, and those higher-up in the government can change anybody's budgets at a whim. Fearful of their allowance being revoked and thankful for their newfound lifespans, the populace of Aratam remains passive, yet arguably happy.

The Desert/Mountains

Here, the Grizzlies don't see that much of a use.
The mountain passes barely fit them, and on the Desert they have to deal with constant sinking into the sand. But they're still effective, and present a new obstacle to the Hydra and Ettins.

Penguin and Sarukh bombardment effectiveness is also at an all-time low. With Goldeneyes spread throughout the military, nearly any given group of Aratamites moving in the battlefield can be warned of a bombardment before it strikes. Sure, casualties still occur frequently, but nowhere near the level of before. Counter-bombardment from the Red Sky also ensures an overall decrease in the volume of bombardments Mereth can put out.
The Red Sky continues to exploit the "weakness" of COMBAT Plating. Grizzly pilots fear bombardment, as the thermal component quickly melts through the armor. Grizzlies do possess STABIL-ICE cooling, though, and that does mean that Red Sky missiles often don't manage to completely melt through the armor unless it's a particularly direct hit. Though direct hits do happen, just not all the time.

But really, it comes down to infantry; in the desert the Hydras and plenty of Ettins devote most of their time to fighting the Grizzlies, even if they do often get stuck in the sand. In the mountains, neither side can really deploy enough armor for it to matter significantly (Mereth does have tunnels and this helps travelling across these theatres, but as soon as a Grizzly emerges from a tunnel it has to immediately deal with the tight mountain passes or the loose sand).

Drop Bears are impressive, but are not extraordinarily useful in this context. Merethan commanders hoped that Drop Bears could be used for strategic positioning, but the lack of control over the direction, altitude, and the like, means that this is both possible and that use of the Drop Bear flight at all in such uneven terrain is rather risky.
But Mereth still has COMBAT Plating, and Aratam's weapons still struggle to pierce it.

Goldeneyes find it easy to use their automatic coilgun-assisted Ospreys to pierce the same spot multiple times. Not trivial, but easy. With their increased prevalence, they can enjoy more of a role in active combat instead of as glorified artillery canaries. Whenever Merethans spot the Goldeneyes (a now frequent sight) by their, well, their golden eyes, they immediately attempt to focus fire before real damage is done.
Tesla Rifles are given to (among other people) SEEM commandos, who utilize them to extreme effectiveness.
Some Merethan soldiers find that they tend to be innately aware of a SEEM Commando being nearby. When questioned by officials from the Design Division, they can't explain why. Just that they do. This awareness doesn't really help them do anything other than scream a warning to the rest of their comrades. Because SEEM Commandos are something to be afraid of. Hiding is useless, as are surprises. No matter how quiet Merethan soldiers are, SEEM Commandos just know. They even seem to dodge bullets (though investigation by Merethan officials determines that this is merely them sensing a soldier about to fire a gun, and not superhuman agility/reflexes)! They know exactly where to hit, and appear to anticipate tactics before they enter play. So far, Merethan commanders' favored tactics for dealing with Goldeneyes is extreme amounts of people and consecutive ICE, bullets, and explosives.

Ultimately, Mereth finds itself retreating through the mountains along with the civilian mining operations. They're not losing by a great margin, but it's certainly notable. As they retreat, a Merethan soldier can only hope that they don't encounter a SEEM Commando.
Aratam advances in the Mountains.
[M: 3/4; A: 1/4]

Mereth has lost the +1 Ore from holding the mountains.

The Plains

Dirt flies with every step as the Merethan Grizzly runs across the plains. The ground is covered with scorch marks and frozen bits of dirt and holes burned through by Red Sky missiles, but this is of no consequence to the Grizzly. Tesla blasts hit its armor, scorching large portions yet not breaching the COMBAT plating. A Hydra shell blasts straight through its right shoulder, cutting the Electrogel conduits and disabling the use of its weapon. The right arm flies backward from the force of the impact, but the pilot manages to keep the entire Grizzly steady as he continues to move forward.
Then, the Grizzly jumps into the air, with the shield held by its left hand raised. As the Grizzly lands, the shield swings to the left, bashing off the turret of a Ettin tank. Undeterred by the Osprey fire now piercing the depleted COMBAT plating and disabling portions of the mech, the Grizzly repeatedly bashes the Ettin. It falls on its knees as conduits to the feet are cut by bullets, but every bash of the shield renders the Hydra more and more nonfunctional, until it lies a heap of scrap metal. The pilot takes off his motion suit as he glances to the right. A hologram-cube (the same type employed by the Earth Ear) shows a very crude diagram of the Grizzly, with flashing red portions indicating complete loss of control amongst the entire vehicle. The pilot kicks open the emergency hatch, grabs his Heartstopper, and, after calling for reinforcements on the radio, jumps into the dirt below, where he will continue fighting.

Contrails streak through the air with a resounding roar as Drop Bears catapult themselves from the trenches to the combined metal hulks of what was once an Ettin and a Grizzly. Frozen dirt flies from their impact sites, and they advance as they fire AC18s and Stalwarts. Grizzlies from behind join the advance started by the original Grizzly; rockets and autocannon fire put the Aratamite tanks out of commission before much damage can be caused.

Of course, not all battles are like this. But the Battle of Reach's Hill serves as an example of the Merethan advantage in this region. When actually deployed in full force, the Grizzly is an extremely intimidating opponent. It isn't invulnerable to Aratamite weapons -- especially the Hydra -- but in a 1v1 scenario it easily comes out on top thanks to its weaponry, (relative) agility, and COMBAT plating. Drop Bears are at their most effective here, where the lack of control barely matters and the flight can be used to quickly cross dangerous sections of land to close in with the enemy before they realize whats happening. After all, the Tesla Rifle isn't particularly great in close quarters combat.

Goldeneyes and SEEM Commandos do their best to stem the tide. There's even one documented instance of a SEEM Commando managing to climb onto the underside of a Grizzly, where he then emptied the magazine of his Osprey into a weak point, killing the pilot. Goldeneyes still massively decrease the effectiveness of bombardments, and do well against COMBAT Plating. But in the vast expanses of the plains, the Grizzly reigns supreme.

Despite the tough resistance, Mereth's Grizzlies lead the way towards the sea.
Mereth advances in the Plains.
Plains: [M: 2/4; A: 2/4]

Challenge Conclusion!
Both sides release persuasive propaganda, including Aratam's new Arahuaca ration and declassified reports of B.E.O. agents, and surprisingly persuasive statements from Merethan organizations and the release of stolen intelligence from Aratam. But Mereth, especially with the awe-inspiring propaganda videos released of its new weapon -- the Grizzly, pushes its citizens into a newfound patriotic fervor.
The new (and likely temporary) President of Mereth honors the plans of the former President, and uses the influence for a boost of funding to the Design Division; Mereth receives a Research Credit.

Guide to Merethian wildlife, The hell eagle.
The hell eagle is 50 pounds of pure Bad attitude and awesomeness. They can have a wingspan of up to twice the size of the next largest bird of prey, and are flock hunters, attacking in groups of up to twenty. These flocks will attack, kill, and eat, just about anything that crosses their flightpath, or is stupid enough to be outside while they are hunting. The list of things they attack includes bears, deer, and humans. Once they have killed prey they haul it back to their nest where their mates, young, and wounded get first pick, then the hunters will eat their fill. These birds are highly intelligent, anything they can't eat from their prey the incorporate into their nest. Some interesting facts about these birds is that they are the only known bird to attack and win against military trucks, the occasional person in bear armor, and planes. This means their nests tend to look like fortresses of scrap metal, walls of salvage bracing the edges of their cave habitats.
At one point the merethian government decided to declare war on the eagles. It was a complete defeat that resulted in the loss of over a hundred men, four truck convoys, several aa guns, and a squadron of fighter planes. This happened due to several flocks banding together to drive off the invaders, the eagles used primitive traps, swarm tactics, and the brutal cold to drive off the human interlopers, the number of eagles killed was 20, with an estimated 50 wounded.
The Emu war has nothing on eagle war one.
The second eagle war resulted in the destruction of five suits of bear armor, another 2 truck convoys, and over 80 men. With similar levels of success.
Don't mess with mereth's wildlife

Combat Report: Winter 1962

Merethan Activity
The Cerebral Action Translator allows direct interfacing of Grizzly pilots with their suits. This Merethan design, along with a slightly-improved Grizzly, allow for greater agility and situational awareness. The Grizzly's movements are a bit more natural to the pilot now, as the robotic limbs are made to feel like human ones. Basic electrogel plating allows for a very primitive sense of feeling, giving the pilots that lovely decreased chance of tripping.

For their revision, Mereth has created the "Nameless Death" Mortar. It's pretty straightforward. It can be mounted on the back of Bear armor, deployed by itself, and an upscaled automatic version can be put on the backs of Grizzlies. It's a pretty standard mortar, but it's effective. Accuracy and general aiming suffers when it's on the back of Mereth's mechanized forces, as they have to aim by angling their torsos, and can only fire the mortar from their position -- nothing else. Bear-mounted mortars need external assistance to reload, as well.

Spoiler: Designs (click to show/hide)

Aratamite Activity
Visitors to Cryo Clinics now reliably see posters of Aratam's M1948 A-6 'Torch' Jet painted in a patriotic red. The Torch jet is an... interesting affair. It was fit with the earlier-designed BioGel Reactor to power its systems as well as, confusingly, its ramjets (which shall be expanded upon later), as well as four bomb/missile mounts and two front-mounted powered Ospreys. Excessive amounts of maneuvering technology implemented in the jet makes it near-impossible for a regular pilot to due anything other than a shaky flight on a straight line; the hyper-awareness of SEEMs makes them essential as pilots for the Torch. But the Torch's amazing agility could arguably be worth it.

Aratam made the very interesting choice of electric heating in their Ramjet, instead of combustion-based. This was really really really really really bad. Sure, the efficiency of the BioGel reactor meant that the Torch could stay in the air for unheard-of time periods, but the horrific speed meant that it actually didn't have an as-impressive range. Horrific speed.
After their hangovers, Aratamite engineers scrambled to fix this, and rerouted SynthOil fuel lines from the reactor to the Ramjets as their revision. This gave the Torch a speed reasonably above the Spearhead (and a bit below the Blizzard), though it required a return to average air times.

Combat Report Winter 1962

President Nix Gelus starts his term as the most-beloved president in Merethan history. Granted, they haven't had presidents for that long, but still. Still a relatively young man, Nix has already seen combat at the front lines before being moved back home as part of the MAST pilot program in Mereth City. His heroics, bravery, and blue skin make him an icon of Merethan triumph to the war-torn people.
One of his first acts is moving the capital to MAGMA. An official capitol is built in the center of upper MAGMA, connected by skywalks to the sides of MAGMA where the rest of the new government buildings reside. Mereth City remains large and (relatively) prosperous, but has been all but completely shadowed by MAGMA at this point.

An interesting thing occurs when a wounded Grizzly pilot is brought back from the Mountains. A very-lucky Osprey shot through destroyed COMBAT plating managed to completely paralyze the man from neck-down. Normally, this would result in a fate arguably comparable to death, but Mereth's top military doctors decided to toy with fate.
Surgery for a Cerebral Action Translator is performed in one of Mereth's top hospitals. The device is modified a bit to work with the paralyzed spine, and many restless hours are spent in the operating room delicately implanting the device's ports without damaging any more neurons. The man is then put inside a Grizzly V2 suit, and his CAT is connected to the suit's systems.

The Necrostate Relies on your Patriotism.
Despite the mysterious fluid nature of the Necrostate, its hold on Aratam tightens. Despite this, public approval is genuinely continuing to rise. Some doomsayers predict the beginning of a tyrannical police state. But after those doomsayers are arrested and their CryoStat allowance revoked, people really get to appreciate life under the Necrostate's care. Doctors predict that the average citizen will live to their late 200's, and the upper-middle class could even be effectively clinically immortal. True tyranny is, of course, feared, but it would seem to most citizens that the politicians of the Necrostate are too busy fighting each other (and dealing with the war) that they don't really care what their citizenry does.

Voluntary military recruitment sees growths as people eagerly sign up for a higher CryoStat allowance. Even if they worried for their life, they knew that their family could benefit from longer and healthier lives.

The Skies

For what may be the first time in the war, the skies see true combat.

Equipped with their enhanced weaponry, insane agility, and missiles, the Torch is an actual competitor to the Blizzard. Merethan pilots are consistently frustrated by the "goddamn psychic weirdos" flying the Torch jets. They dodge shots with amazing agility before the pilot can even fire the shot in the first place! The Blizzard's only remaining advantage is its (fairly insane) speed. If Mereth's pilots can't out-manuever or outwit their opponents, they can just stay at the maximum possible range, do a little of damage if any at all, then run away.
This strategy isn't that successful in the first place as most of the time the Torch SEEM pilots can see the attack coming before it hits them. But at the ranges in the air, every now and again a Blizzard manages to stay far enough away for the SEEM pilots to not notice them initially, and to force them to try to dodge autocannon and rocket fire after the munition has actually left the barrels. Still not terribly effective, but it's better than nothing.

Merethan's Air Force finds refuge in the fact that the Torch is Very Expensive and most of the time Blizzards only have to fight against Spearheads. But still, the change is enough to completely prevent aerial Merethan bombardment. Aratamite troops breath a sigh of relief.
The Skies are contested.

Mountains

The V2 Grizzlies maneuver their way through the mountain paths with ease. At least, "ease" compared to a tank or an older Grizzly trying to do the same. It's still a bit difficult, and every now and again a Grizzly falls head-first into the ground. It's rare now, but a Grizzly pilot still has to hope that they'll just be laughed at by fellow Merethans until a crane comes rather than being taken advantage of by Aratam's military.
Again, it's a rarity. An embarrassing rarity. Despite that, most of the time, Grizzlies are able to use the mountain terrain to a degree far beyond Aratam tanks, giving Mereth the long-sought armor advantage. The mountain paths give Aratam infantry (especially enhanced Aratam infantry) lots of spaces to hide from Grizzlies, but having the effective equal of a tank in the mountains when your opponent doesn't is still quite the advantage.

Aratam troop fatality due to bombardment hits an all-time low. The soldiers -- especially the veterans -- are stunned. A whole day can go by before they see an ICE graveyard! With Goldeneyes spread out amongst the military continuing to decrease the effectiveness of ground-based artillery, and Mereth aircraft being unable to help their ground counterparts, Aratam finally has the definitive artillery advantage.
Though Mereth's Nameless Death mortar does come into play here. With it being more mobile and more "subtle", they're actually able to get some damage done against the enemy. More-so than Sarukhs. The mortars are, of course, useless in close combat, but they help in seeing that Aratamites are a bit softened up before they come into combat.

SEEM Commandos remain the bane of the Mereth Military's field commanders. Goldeneyes are an annoyance too. They may not have any armor, but by god them and their stupid pseudo-psychic powers really piss off Merethan officers. More than one occasion has seen a Merethan squad run out of ammo trying to fight enhanced Aratam troopers. But Aratam continues to see difficulty in actually getting through Mereth's armor.
Infantry battles are surprisingly somewhat akin to 19th-century naval warfare: Ironclads fighting each other, their shells bouncing off of the other Ironclad's armor, and their rams doing little to nothing. Aratam is really good at avoiding getting shot, and Mereth is really good at surviving getting shot.

Mereth just barely manages to reinforce themselves before their lines are broken through, but the situation is looking somewhat grim. No aerial support, no artillery support. Just mortars, Grizzlies, and Bears. Commanders on both sides aren't really sure what could happen in the following season, though.
Nobody advances in the Mountains.
[M: 3/4; A: 1/4]

Mereth has lost the +1 Ore from losing the mountains. (for real this time)

The Plains

A Merethan Immortal stares at the screen in front of him, displaying the Grizzlies' surroundings. He looked at the holocube status monitor to the left, noticing the several areas flashing red. He felt Osprey rounds slowly whittling away his COMBAT plating.
But he wasn't worried.
He had died once before, and he wasn't afraid to do it again.

...the battle at the Plains gets tougher for Mereth. They no longer have air support, but their mortars prove to be useful in clearing the trenches. Enhanced Aratamites may be able to predict when a mortar shell is coming, but they have little choice but to exit the trenches, where they can then get mowed down by autocannon-wielding Bear troopers.
Grizzlies fight tooth-and-nail against Aratamite armor, and ultimately pave the path for their smaller comrades to move against Aratamite infantry.

Bombardment reigns king in the plains, however, and with the loss of their (minor) aerial advantage Mereth loses all semblance of competition in this territory against Aratam's Red Skies launcher. They're forced to rely on infantry mortars, which are effective for mortars but not when they're going up against the Red Skies.
Mereth trenches are constantly bombarded, and soldiers start wondering if they'd be safer outside the trenches.

With Aratam holding the decisive artillery advantage, any attempt at a Mereth advance gets shelled to hell. But with Mereth's armor advantage and infantry better-suited for open fields where hiding spots are minimal, Aratam struggles to actually gain ground. Neither side advances, though Merethan soldiers worry about what continued bombardment may do to them.
Nobody advances in the Plains.
Plains: [M: 2/4; A: 2/4]

Challenge: International Investors
The technology at display in the war begins drawing more interest from both sides' close allies and from other nations in the world. Governments may be ready to invest either ore or oil into the militaries of either side, in a hope to gain some of their technology when the war concludes.
Yet hope dissipates for both Mereth and Aratam as their representatives get more and more frustrated at the diplomats' apparent confusion.
"Wait, I thought you were the guys with psychic troopers?"
"Are you telling me that the Mech nation is the other one?"
...are some prime examples from what the diplomats said.

The governments of Mereth and Aratam simueltaneously decide on the same solution: A better national identity. And what better way to accomplish that, than through music?
Naturally, they go to their respective R&D divisions for help.
((During the combat or revision phase, each side may vote on one music track that they feel best represents their nation. The entry may be any kind of music. Popular or little-known, old or new, vocals or no vocals, ambient or not, literally anything. Seriously. Anything. "Homemade" tracks are allowed but won't necessarily get points for effort, and it's possible for both sides to win if I feel it's right.))

Lastly, the militaries of both nations are frustrated with the utter  lack of any movement in territory. Orders make their way to the ground, replacing less-aggressive ones. The design teams may not be able to hope for ties as much, though they can still happen.

Combat Report: Spring 1963

Merethan Activity
Strange things happen in Mereth.
First, people notice as the term "Computer Technician" seems to stop meaning "exiled to maintaining the MXETE" and become a more luxurious term. Then, everyone on the landmass start noticing strange changes in Mereth behavior. Almost as if they know Aratam's strategies before those strategies are enacted.
This is all due to the ORACLE-A. A supercomputer -- the best in the world -- housed in the bottom level of Merethan R&D, constantly fed data by a team of technicians and calculating every possible strategy, then outputting a prediction of the enemy's predicted actions. It requires plenty of intelligence to work and can only focus on certain areas chosen beforehand at a time, but it's remarkably effective when used properly.

Complementing it, Mereth also implements the Earth Ear Mk. IV, a new version of their underground SONAR-like device. It has a stunning second color in its display holocube, and uses technology derived from the ORACLE-A to vastly improve its resolutions and ability to identify entities. Mereth police CSI departments are also grateful for a new technique coming from the Mk. IV that allows them to "enhance" images, increasing their resolution to what should be illogical levels.

Aratamite Activity
The Military Baseline sees Aratam's entire military improved. All soldiers in the Aratamite Military are "equipped" with drug infusion ports, and are issued a concoction of chemicals that enhances their abilities -- reflexes, smarts, and strength -- above that of a normal human (though not tremendously so). Sure, it's mildly addicting, but the soldiers are willing to take any sacrifice for Aratam! Or so the posters say.

Tesla Rifles are now a very common sight among these soldiers, surpassing the Osprey as a symbol of Aratam's military. Revisions to the manufacturing process both decrease charge leakage (allowing soldiers to have their Tesla Rifles pre-charged when going into non-ambushes) and increase flaw tolerance to the point where Tesla Rifles are cheap.

Combat Report Spring 1963

Despite its expected tremendous use in the war, politicians in Mereth manage to haggle a small amount of government civil access to ORACLE-A for non-military purposes.
Not all the allowed access is accounted for (and some expect the politicians are using it for personal gain), but the majority of it goes to the struggling police force in MAGMA. Criminal groups are first surprised when the police, aided by ORACLE-A's analytics, have their MAST teams perform assaults on criminal headquarters. Criminals are forced to use more sporadic tactics and less entrenched strategies, but the criminal families of lower MAGMA sit comfortably in their carved-out mansions, confident that their own assets will prevent any police incursion.

The first pre-emptive arrest is made this Spring. Eager to make a statement, the police focused all their ORACLE-A allowance on analyzing patterns in criminal activity until they managed to apprehend a single man accused of planning on bombing a police precinct. The trial is heavily publicized, tough, yet quick. The jurors are swayed by the government prosecutor's charisma aided by the apparent trust in ORACLE-A. Many protest this sequence of events, but the man is expected to be put into medium-security prison by the end of next season.

Criminal activity in Aratam reaches a new low.
The police, aided by the seemingly omniscient Bureau of Enhanced Operations, are put into the Militarized Baseline program. Criminals now have to fear seemingly psychic federal agents knocking on their doors and smarter stronger policemen tracking them at every step of the way. Distinctive red armor is issued to police, symbolizing their status and intimidating all would-be criminals in the area. Citizens are afraid of the smallest misstep in presence of the Keepers, but for as they keep the peace and protect the populace from criminal elements, they are respected just as much as they are feared.

The Skies

Nothing changes in the skies. The nature of it and how tactics are made in it prevent the ORACLE-A from being noticeably useful here, and without any new aerial designs or revisions on either side the status quo reigns supreme. SEEM Pilots in their Torches rule the skies wherever they are, but they aren't common enough to keep Mereth's Blizzards from fighting back.
The Skies are contested.

Mountains

At Mereth R&D, a screen attached to ORACLE-A lights up with an alert.
Predictions complete. Hostile offensive in 2h15m29s. Complete details follow.
The technician watching the screen is jolted from his light slumber. He hastily picks up a red phone and calls directly into the ORACLE-A satellite outpost in the Mountains. The Aratamites eventually move into the area where they thought Merethans would be.
Nothing.
The commanding SEEM Commando's perplexion only lasts a few moments before alarm picks up on his face. Yet his warning is ultimately hopeless. A Grizzly charges into the Aratamite formation, lead by a charge of Bear Troopers on all side and infantry support, with a Penguin missile landing square in the middle.
Within minutes, the Aratamite force is decimated. The results are sent back to the satellite outpost, compiled, and put back into ORACLE-A for further processing.

Merethan infantry in the mountains are given a grim reminder of what life was like before the prominence of Bear Armor and Grizzlies.
Their advances are now focused around squadrons of Bear Troopers escorting Grizzlies through the mountain passes, aided by regular infantry behind them. Intelligence from the ORACLE-A works wonders in the tight terrain of the Mountains. Aratamite forces are often condensed into singular mountain paths where the ORACLE-A can be focused, allowing for a relatively high rate of successful predictions. Mereth offensives can hit at just the right spots at the right times through the mountains passes.

But all the intelligence in the world doesn't help an improperly equipped military.
One-on-one, an Aratamite soldier is now objectively superior to a Merethan soldier. Now, with sparser armored Grizzly support and Expensive Bear Armor, Aratam's military can properly fight against Mereth. Merethans aren't used to no longer being able to hold ICE Throwers and autocannons, and are stuck with the same rifles they had at the beginning of the war. Meanwhile, Aratamite Ospreys and extreme amounts of Tesla blasts remain constant threats. Not only is Merethan armor rarer, but Aratam's Tesla Rifle -- their premier weapon against Mereth armor -- is more common. Every soldier has a Tesla Rifle (which is pre-charged, not including ambushes) that they can whip out and fire at any Merethan Bear Troopers.

Sure, Mereth can outmaneuver Aratam on the strategy front, but even when caught by surprise and with their strategies being predicted, Aratam comes out on top. But not nearly as easily as they would have thought -- Mereth's tactical maneuvers are a sight to behold and almost are smart enough to compensate for being so outgunned.
Aratam advances in the Mountains.
[M: 2/4; A: 2/4]

The Plains

Aratam Ettins and Hydras roll through the plains, with Grizzly opposition a rare sight. They're escorted by soldiers, each carrying Tesla Rifles for clearing out Bear Troopers and groups of unarmored Merethans. Merethan morale falters as retreat becomes a constant. The plains are big enough (and the Aratam offensive fast enough) that the ORACLE-A can only make proper predictions when the stars align. Its technicians try to figure out where to focus intelligence-gathering and analytics efforts, but the Aratamites could be anywhere!

Excavators constantly patrol through the underground Merethan tunnels, gathering intelligence to bring back to base and bringing troops across the battlefield. Intelligence gathering is focused around the trenches and provides sound results for Mereth to work on. It's useful even by itself, but the ORACLE-A doesn't give much help. The trenches cover so much land that it can only focus on certain areas, and more often than not Aratam strategies come from other lines.

With sparse armored support and an infantry disadvantage, Mereth soldiers are constantly on the run to prevent additional losses to Aratam.
Aratam advances in the Plains.
Plains: [M: 1/4; A: 3/4]

Challenge: International Investors
Aratam's submission -- God's Gonna Cut You Down -- provides a defeatist yet arguably proud depiction of Aratam.
Mereth's submission -- Pacific Rim Main Theme -- serves as a strong forward-moving anthem for their soldiers and people.

Aratam's submission captures the nature of the civilians and state inside its cities. B.E.O. Operatives remain on the hunt for criminals, seeming to always find them with pinpoint accuracy no matter how hard the criminal tries to escape. Keepers ensure that no one dares step out of line. Enhanced soldiers on the front lines have a knack for finding and eliminating enemies. Yet Aratamites don't necessarily identify with the "god" as used in the submission. While their religion varies, they find that they can't put a single figure or face to the Necrostate and B.E.O., and to call it as if it was a single person feels misleading.
The B.E.O. decides to grant the military access to its surprisingly vast warehouses of seized and confiscated materials, giving Aratam a Resource Credit. Aratam may choose one Resource to temporarily gain +1 of without TC requirements for a single turn.

Mereth's submission is simple. The march by which their soldiers and Grizzlies and Bears move forward. The beat by which their missiles fly through the air, and battlefields are cleaned in ICE, and as the Mereth military moves through their opposition. The theme by which their steadfast police departments combat with criminal elements in the bowels of MAGMA and the icy roads of Mereth. It may not be seen as much of a message, but it resounds deeply within the Merethan people.
The people, bolstered by the patriotic theme, voluntarily give additional funds towards the military which in turn finds its way to R&D, giving them enough funding for a Research Credit. Mereth may choose to use this credit at any time to roll 3d4 for a design/revision, and automatically choose the better two dice to use for that action.

Combat Report: Summer 1963

Merethan Activity
The ME-AEM-63 'Shrike' is suddenly a common sight in the Merethan airforce. Dubbed an "Air to Everything" missile by certain members of the military, it uses advanced computing systems to analyze the local battlefield and register all possible targets (though it can get overwhelmed with too many targets), showing them to the pilot in a simplistic 1-color holographic display. The missile itself is effective, but its warhead can be programmed by the computing systems (dubbed the "Birdbrain") before launch to detonate in a specific matter. The Shrike missile can serve as an effective bunker-buster, air-burst missile, and much more.
Blizzards can only hold two per plane (though they are Cheap) due to quick retrofitting, but pilots are already excited.

Something of potentially even more note is the accidental discovery of Magmatite deep in MAGMA by the local Police MAST division. It has a whole plethora of uses and strange properties, but is most simply discribed as a very energy-dense rock that can have its energy interacted with or unleashed in very specific ways.
For now, they've used it to amplify the charging rate of Electrogel in Bear/Grizzly Armor, thus allowing nearly all of their infantry to wear Bear Armor constantly in combat. Even if most suits don't come with COMBAT plating.

Aratamite Activity

Aratamite R.A./M.P. Armor is issued to every trooper in the Aratamite military. Not only is it incredibly cool and stylish, but it also uses Metal Recombination to make a flexible suit of armor capable of greatly resisting outside impacts. Wearers usually only experience minor to very minor wounds from smaller caliber Merethan weaponry, and survival rate against all other weapons has been tremendously increased. It also features a quick-injection system of 6 vials of a chosen drug (defaulting to a synthetic adrenaline mix) that can be activated via the soldier's wrist.
But most importantly: fashion.

Furthermore, the Halberd tank has been revised and renamed as the Glaive ECCB-72. It features an internal GMBP Reactor giving it effectively unlimited power, and its unpowered Osprey has been fit with a Tesla Rifle connected to the reactor. The Tesla Rifle has a notable higher rate of fire, but not as much as one may expect. It tends to explode if it gets charged too fast.

Combat Report: Summer 1963

Aratam Keepers as well as the B.E.O. are excited to get their hands on the new R.A./M.P. Suits; the armor is usually painted in a brighter red and worn whenever on duty. While the officers occasionally take off their headgear, the subtle red glow coming from their visor and quiet breathing through the particle filter become another symbol with which Aratam's Necrostate holds power and peace.

Representatives from the Necrostate and B.E.O. announce the construction of a gargantuan building project: a huge pyramid near the edge of downtown Aratam, set to house a striking number of Cryostat Tanks, armories, offices, and administrative facilities for the Necrostate to effectively govern and secure Aratam with. Construction is completed in record time, thanks to the use of new Metal Recombination building techniques. Thousands of citizens are employed (with higher Cryostat allowance) building the Hub, and soon many more skyscrapers are erected within a month, surrounding the giant building. The Bureau of Design is relocated into a spacious higher-level in the Hub, giving them a beautiful workplace, direct proximity to power and Cryostats, and view over the prospering city.

The Hub, while menacing, is said to symbolize the spirit of Aratam. Stoic. Everlasting. Reaching into the sky, to take what once was forbidden.
Spoiler: Hub Rough Appearance (click to show/hide)

Meanwhile, the engineers at Mereth get relocated as well. Their new residence, a large complex nearly covering the center of MAGMA, is technically the bottom level of the Mereth Capitol. They get nice blast-resistant glass flooring, allowing them a tremendous view of MAGMA below, and STABIL-ICE cooling systems keeping them at the perfect temperature.

Eager to get their hands on more Magmatite, the government and contracted companies begin even outsourcing the work to civilians. Kits with small pieces of Electrogel are marketed as a "DIY Magmatite Surveying Kits!", which citizens buy up by the Grizzly-load in hope that the rock walls of their homes house unseen Magmatite deposits. Some citizens complain about their property getting seized when other entities learn about nearby Magmatite deposits, but usually are happy with a substantial payoff to go find a nice cool home somewhere in upper MAGMA.

Civilians rejoice in the introduction of Civilian Bear Suits -- sometimes called "Cub Suits": Bear Armor with the actual armor stripped out and a lesser increased strength. Households give it "10/10"! Now they only have to make one trip to bring in the groceries!

The Skies

Life just became a lot harder for SEEM Torch pilots. They can no longer effortlessly dodge the autocannon fire and ICE rockets fired at them by Blizzards. Now they have to dodge the annoyingly effective Shrike missiles as well. A Torch can usually dodge quite a few missiles before one gets a lucky air-burst hit. And even if a Torch survives a glazing hit, their agility is usually hurt enough that they no longer have an insane advantage over conventional air weaponry.
They still put up a fight, and a Torch jet certainly still bests a Blizzard 1-on-1, but the advantage is significantly decreased.
Spearhead-Bs are almost a non-threat now. The Birdbrain identifies Spearheads as they approach, allowing Merethan pilots to quickly take control of the battle. While Shrikes are typically conserved against Spearheads, they often eliminate boogies with one missile.

With Torches no longer dominating wherever they go (and Spearhead-Bs falling easily to Shrikes and Birdbrain holographic display), Blizzards can afford to spend some time focused on the ground.
Mereth has a Moderate Aerial Advantage.

Mountains

Marching is significantly easier when in Bear Armor.
Most Merethan soldiers get to experience this realization now, as they all get to use their issued suits of Bear Armor nearly 24/7. Though the army cooks sometimes get mad at the Bear Troopers in the canteen, and there are a lot of holes punched through by over-eager Bear Troopers in Mereth camps.

While Mereth does have an advantage overhead in the skies, it's still hard to translate this to truly effective bombing. Blizzards are Expensive, have to fight off VE Torches and Expensive Spearheads, and only have two Shrikes each (which they commonly reserve for combat with torches). But the precision of aerial Shrike strikes is unlike anything before. If a Merethan general is lucky enough to have access to nearby Blizzards running air support, they can practically pinpoint any target, vehicle, squadron, or other entity and have a Shrike missile tactically wipe it out of existence.
It's rare, but always a morale booster for the troops.

Infantry Combat is perhaps at the most even level it's been at in years. With vehicles largely out of the way (the Grizzly may be able to move fairly well in the mountains, but is Very Expensive; and the Aratamite vehicles can't manuever well in the mountains), it's just infantry soldier vs. infantry soldier.
Aratamites tend to prefer bombarding enemy positions with Tesla Rifles, and switching to their Ospreys once the enemy Bear Troopers get too close. The fact that every Merethan is in Bear Armor is pretty goddamn intimidating, but the Tesla Rifle remains an effective tool in keeping them from getting too brave. COMBAT Plated Bears often make charges towards hostile positions, where they ICE entire swathes of areas with their ICE Throwers while their non-COMBAT comrades lay down suppressing autocannon fire. Aratamite Fury Soldiers are so close to being useful, with better armor and the ability to quick-inject drugs, but simply lack the proper close-range weapons (especially against Bear Troopers with ICE Throwers) to make use of the Fury. But the rest of the soldiers can perform much better with their new armor. Combat casualties are down significantly, and soldiers can simply tap a button on their wrist for a quick temporary performance boost in emergency situations.
SEEM Commandos make great use of the agility their armor provides while giving convenient combat drug access.

When these engagements are made on equal footing, Aratam comes out ahead a bit more thanks to their new armor, universally-enhanced soldiers, and SEEM Commandos. But most engagements aren't made on equal footing. As nice as being able to predict a nearby enemy's moves in advance is, it's nothing when the entire enemy army can predict your military's moves hours in advance. With Mereth no longer being terribly outgunned, ORACLE-A gives their infantry the advantage they need.

Artillery remains slightly on Aratam's side, with their Red Skies missile artillery proving effective as always. Though the Sarukh and Nameless Death provide some fierce competition.

With ORACLE-A guiding their infantry and the occasional yet still useful Shrike missile strike, Mereth begins marching ahead once more.
Mereth advances in the Mountains.
[M: 3/4; A: 1/4]

The Plains

In the planes, the lack of truly effective long-range weapons combined with the Very Expensive Grizzly continue to hurt Mereth. Their soldiers may all be covered in Bear Armor now, but it works best at close range and in non-huge-scale engagements. When every Aratamite has a Tesla Rifle, charging across the trenches can be suicide even with COMBAT plating. And when an Aratamite is hit by an autocannon bullet, the likelihood of the victim being eliminated from combat is now much lower than "guaranteed".
The ORACLE-A (with the Excavator and Earth Ear Mk. IV) do their best to help, and really do; when accurate predictions come in, Mereth can reinforce and weaken defensive lines in preparation. Nothing is more effective than having your opponent hit one of your most highly-defended lines. Aratam tries to change up their strategy to more small-scale maneuvers, but it doesn't really further decrease the usefulness of the ORACLE-A here.
Shrike missile strikes are just as "common" here as they are in the mountains, though they aren't tremendously useful against infantry compared to other options, like Penguin missiles. Largely thanks to their smaller AoE and limited nature. The Shrike is effective against enemy armor, but it can't hold that advantage by itself.

The infantry combat is surprisingly close, but the Glaive secures the deal. Capable of firing an extreme number of Main Coilgun shots, and equipped with a practically-rapid-firing Tesla Rifle, its presence is dominating on the battlefield. Engagements with the Grizzly are more likely to end in its favor, and there are more of them. Its Tesla Rifle allows it to make short work of pesky infantry (when not completely overwhelmed) while its main cannon focuses on more important targets. Shrike Missiles are a favored method of taking them down (along with RPGs and patience, or a lot of luck and an ICE Thrower-equipped COMBAT Bear Trooper) when there aren't any Grizzlies available, but they do massive amounts of damage and make tremendous advances in land before they go down.
It's not a hugely devastating new weapon, but the upgrades it has compared to the old battletank address some of its worst flaws.

Aratam's forces begin to move forward. Mereth fought long and hard, and was even close to victory, but with the help of the Glaive the Aratam army just barely hits the edge of the Tundra.
Aratam advances in the Plains. Combat next turn will occur on the border of the Plains and Tundra.
Plains: [M: 0/4; A: 4/4]

Both Mereth and Aratam's conditions have changed on the map, with the city of Aratam experiencing rapid development and the city of MAGMA now serving as Mereth's capital. City combat will likely be different in these places than any "regular" city, one would expect.
