In the mathematical definition for real numbers that is nearly universally used because it has the desired properties, where real numbers are Cauchy sequences (sequences which in a precise sense "converge") of rational numbers under a certain equivalence relation, there is no difference between the number represented by "0.9999..." and the number represented by "1"; if this were not the case, you would have two solutions for 9x = 9 of x as Starver was saying, and everything breaks and is not useful.
