I think it's time for a strategic bombing campaign, because enemy is transiting from one type of fighter to another

10.1
Focus on improving high attitude performance of  engine, second priorities are  cooling and reducing it's weight while maintaining same measurements. 900kw is enough powerwise, it shouldn't be increased, but efforts to be made to not let it fall in new version of engine

8.1
Work on three engined bomber "Albatros", using upgraded version of the engine. One engine to be places in nose, and two engines on bases of the wings
Carrying no defensive weapons goal of the design team to create an aircraft that is able fly higher than enemy (and our) fighters can achieve, even when caring bombs. Also it should be able to maintain respectable speed
Bombing load is not the top priority here, we want to bring few bombs reliable, not have a lot of them explode together with bomber
(In short if we fail to make it fly high enough\enemy introduces high attitude fighter design is still usable while escorted and during the night raids. See below)

Improved protector class: changes to be made
a) replacement of two forward 160mm guns with a single 300mm gun. Making ship longer and slightly wider in process (thus it's not refit of protector)
b) Removing aft turret replacing it with auxiliary diesel engine
c) General improvement of 1000ton steam  engine using all experience gathered for years of it's usage on protectors
d) Many machineguns to be replaced with 30mm guns, that while innacurate can create a wall of fire and light accurate machineguns that take less space, easier to aim and more accurate
e) Armor to be increased

They have the same hit and run mentality as protectors and need some kind of escorts to engage destoryers...

We need that for destroyers... Hunters aren't adequately armed

14. Design 50 ton ship based jet engine
Jet engine experience damn it...

15. Sonar... We need those

A. Build bombers factory

B.Expand all docks once again.

C. Build naval arnament factory that will produce guns needed for the capital ship dockyard

D. Start producing  soviet hand grenades

E. Switch all fighters production from Ravens to Sparrows, expand torpedo bomber factory

Alpha.1
Do not retire Ravens but switch them to secondary roles, hunting enemy torpedo bombers is the main one. Guarding our airbases against large scale attacks of older biwingers\any kind of bomber is another.

16. Rocket-powered escape pod

We have solid fuel rockets! Hooray. Now that we do have them, let's up the scales a little and actually use them for something like saving our manpower, as we seem to be losing a lot of units and the people we recover can be sent straight back into the ranks~

We're looking at a five ton box of fuel with a small capsule up front that'll hold ten to twenty people. Primary use would be on places like submarines, where simply dropping lifeboats and jumping into them is an affair that won't work in combat. Assuming one of our torpedoes manages to be two tons (and I'm running from the Herring's design here) and that the design will not explode in our faces, some minor modifications - like refitting the Herring's aft torpedo tubes - the current submarine fleet will allow us to get the crews to safety. Nobody ever told me how big of a range the torpedoes have, though.
alright: we've got a publicity stunt, progress on rocketry, progress on torpedoes, and maybe we'll get a liquid fuel engine if the engineers figure out that's the smartest way to play with rockets underwater do i get any objections

Seems horribly inefficient - why not start developing ballistic missiles? Maybe a bit long-term, but wouldn't be out of reach.

Beta. Interrogate captured pilots of Lightnings (twin engined enemy fighters) to learn about aircrafts. Also, should it be possible without design teams, let  equipment processing  processing center to analyze  wrecks of aircrafts... Should we be lucky enough to get nearly intact one, repair it and let our pilots to analyze it

Gamma: train a specialist in autonomic weapons
our autonomic weapons mosty consist of the powerfull 15 mg and loads of flawed weapons, the autocannon that is 3 times the weight it should be, the 10mm mg that shoots once an ice age.
in short we need a specialist.

New rounds are designed for the 15 mm gun. Considering the team had time to spare, they decided to also make incendiary, incendiary explosive, and tracer variants, in addition to the HE round. Sadly, all rounds have a common flaw. They're quite fragile, either jamming the machine gun, or igniting spontaneously before firing.

Advanced HA Aircraft engine (Team gamma)

The newly designed aircraft engine has been optimized for flight at high altitudes, has been lighted slightly, and includes a new gear system that allow it to work better on smaller aircraft. Unfortunately, power has dropped a bit, especially at during high altitude flight.

Radio Bomber Navigation (Team Eta)

The radio navigation makes great progress, and is ready to be prototyped at the end of the year. Unfortunately, Moldavia is only just within broadcasting range, and as such the targeting fix won't be very accurate. Additionally, the drop-off means that fairly powerful sender and receiver installations are required, which are fairly large and relatively fragile. Still, the system works as was expected.

Max range: 550 km
Beam width: 0.014° (25 meters at 100 km, 50 at 200 km,100 at 400 km)
Max deviation from target: 144 meters @ 500 km                                         
                                        86 meters @ 300 km

(Does not include other errors, like the width of the attacking beam)  (Distance travelled by the secondary, aiming beam. Both assume a 60 degree angle between beams)

*Note: I really need to draw a to scale map. The current one is silly in it's off scale-ness. Just for information, The Moldavian coast is 200 km away but for optimal result the thingy needs a fairly large angle between the 2 beams.

New Radar System (Team Beta)

A new, more advanced radar system is constructed. Range has been significantly increased (40 kilometers), while the cost of the installation has remained the same. However the installation is still plagued by issues. It's rather inaccurate, and still uses expensive and hard to make parts. You could technically mount it on a ship, but it's large weight (50 tons) and fragility don't make it an ideal choice.
Smaller planes, like biwings often go completely undetected, and even a lone Osprey managed to evade detection 2 times out of 3.

Radar (Beta edition)
Range: 40km
Resolution: Bad. It can spot waves of aircraft, but making out the size or the model is still very hard.
Displacement: 50 tons
Cost: 80 (Uses special parts)

Sonar system  (Team Alpha)

The new Sonar system is created, and is ready to be installed on your ship's. It's fairly heavy, weighting approximately 20 tonnes, all equipment included. It can detect a submarine straight in front of the ship at a distance of almost 2 kilometers, and transmit this distance to whatever ASW the ship has avaible.

That's 2 projects that actually deserved less engineers. Additionally, you forgot to ask a new expert.



The fighter production is switched over to the new Sparrow design*, and the Osprey's production is enlarged too. At the same time, the dockyards are expanded, and a new bomber factory is constructed. The bomber's blueprints are a national secret, as they have been released to no one, not even the laborers supposed to be building it. At the same time, the analysis of one of the enemy fighters "lightning" that crashed for the coast of Crow's Isle comes in. The wreck was heavily damaged, but they did manage to get some information. It's at least partially armored with 10 mm steel**, though it's unlikely that the aircraft is entirely armored with this. Empty take-off weight appears to lie around 5000 kg. It has at least 2 Nose mounted machine guns, and appears to have fittings for wing mounted weaponry as well.

*warn me if I forgot to update that one to the new engine

The enemy has taken a significantly more defensive approach this year, choosing to intercept our convoy's much farther away from our waters, where both our air force and theirs can't easily reach. This reduces the effect of their commerce raiding by a fair margin, but also significantly cut their losses. Additionally, it allowed them to free up their ships to gather their own waters, reducing the effectivity of our commerce raiding, which is already being hampered because the enemy rerouted their primary trade routes.

What little trade on this side of the island is being attacked by our Hunter's, though these are frequently beset by enemy submarine raids. 2 Hunters are lost, and an unknown amount of enemy submarines destroyed. (No confirmed kills) The Herrings have also continued their attacks, but enemy Sonar and airplane raids take their toll. Another 2 Herrings are destroyed, presumably with loss of all hands. The others managed to escape the dance, but find that targets are scarce.

In air, the war goes very different. With the Ravens relegated to secondary roles, it falls to the Sparrow's to take on the enemy lightning's, and defend against the occasional raids of enemy torpedo bombers. Much to their consternation, they find out that the Lightning has been refitted with an automatic tail gun. Despite the recent refit with newer engines, the enemy 2 engine fighter is still faster, a fact of which it takes full advantage. The enemy has apparently also reorganized it's forces, using it's older biplanes as secondary roles, and deploying the Lightning's in larger task forces, to ensure they have the upper hand in fighting. 

Despite that, they could not prevent us destroying another 5000 ton cruiser
