They are sending her on this mission. Perhaps i's incompetence. Perhaps they doubt she'll survive. Perhaps they just really don't like this particular city, for whatever reason. MAybe it's Maybelline.

Fair enough.  Still, I was hoping the setting would last longer than one mission..
