Anyone really, depends on where you are.  If you are near the hospital: Falu, Chartre or Ciel, the dorms: Braith, The firing range: Maeve, Ian and Chryssa as well as two humans.

I figure Ian is going on a team with two NPCs and one other PC but with Elf making a new character I have no idea on who.
