The Suggestions forum already has 15 years or so of random thoughts. A 200 page sticky thread of random topics is just as hard to browse as a 50 page suggestions forum of random topic titles. Maybe more so as people will suggest and discuss the same things over and over.

Before adding anything, search. Chances are someone already thought about it. And if no-one, in 15 years, has ever ventured to suggest what you're thinking about, it's worth starting a whole new topic about it. Even if it's to say "How could we add xyz to the game. That'd be cool."
