((Ideally no, and in most modern democracies there are no term limits for sitting members of parliament - most UK PMs get re-elected to their seats repeatedly and stay on the job for years), for example. Let's keep it simple folks))

"Bah its the 25th Century last i counted people. Mortality age is as high as it has never been before, i think most people can bear with us for 10 years.

That aside, we need a Minister of Economy, a Minister of the Internal, a Foreign Minister and a Minister of Defense. For all i care we are the Head of Government and the Head of State is the esteemed Speaker so we don't overcomplicate things.

We have a budget of 10 trillion and 800 billion marks for use. After setting aside the necessities in Infrastructure, Social Spending and Security we have 1 Trillion and 800 Billion left in the budget.
I would earmark 1 Cruiser Group and 1 Army Group for the Military to cover the bare necessities for now so military spending is 25 billion marks for now.

Finally my own proposal is the 10 Year Colonization Plan

Earmarking 1 Trillion Marks for use in Space Exploration, Colonization, Colonial Subsidies.
This Proposal includes also the establishment of the Office of Colonization with the Minister of Colonial Affairs who will drive this endeavour


Finally the remaining 775 Billion Marks will be kept in reserve as a Discretionary Fund for the Senate in case we run into budgetary problems in any of the other places.


Ergo i have the following proposal:

Budget
Social Spending: 3.600 Billion Marks
Security and Police Spending: 1.800 Billion Marks
Infrstructure: 3.600 Billion Marks
Military: 25 Billion Marks
10 Year Colonization Plan: 1.000 Billion Marks
Discretionary Budget: 775 Billion Marks

Ministries:
Ministry of Defense
Ministry of Colonial Affairs
Ministry of the Interior
Ministry of Foreign Affairs
Ministry of Economy
Head of State: Speaker
Head of Government: The Senate
term length: 10 years
term limit: none

And that i believe should cover the most pertinent parts unless i forgot something.

((Since when have ministries existed? Have I missed something, or is this proposal literally trying to bring up something already voted on beforehand? As well as putting a ridiculous number of issues, some of which that have yet to even be brought up, into a single proposal?

Also, the Senate is literally written into the constitution as the primary government, the Speaker doesn't have any powers beyond keeping the voting organised. I have even more issues with your proposal, but I'll need to bring those up in IC.

Also, Naturegirl1999, it's not voting time yet. Those are done by PMs after each argument has been put forward, presumably to stop people from leaping onto the first shiny they see.))

I prefer longer term limits as it limits time needed to maneuver and campaign for reelection when we should be focusing on the duties of our position. Ten years sounds like a fine solution to me.

Now for my proposal for the budget;

Budget
Social Spending: 3,600 Billion Marks

10 Year Colonization Plan: 1,000 Billion Marks
Research Grants: 375 Billion marks
Discretionary Budget: 400 Billion Marks


It's very similar to what has already been proposed but includes extensive grants awarded to research efforts in order to advance science.

((I'm not sure I follow. Less money to the military means we only get a fleet and no army. And judging by the numbers the game is balanced for giant space opera fleet battles. Our military budget is currently minuscule. But then again we don't really need a military yet. Here's a pie chart that breaks down my spending proposal. All figures are in billions.
