Okay, after thinking it over, I can agree to this, if you are still interested.

Something like

Quote from: Ship loan contract
House Harrak will send The Forge 20 food, in exchange The Forge will send House Harrak 1 fleet with the following provisions:
The fleet will be returned after House Harrak is finished using it this turn
House Harrack will send their fleets to defend the Forge if the Forge comes under attack this turn
House Harrack will not attack House of Sands this turn
House Harrack will not take any action that could result in the fleet being destroyed and will take any action required to return it within the turn.

Does those provisions make sense?

POLL SUGGESTIOIN

I don't like the idea of pure sneak attacks, but I propose adding a Fog of War mechanic.
I announce that I'm attacking Player B. I DM what armies I'm sending where. Player B then gets to DM his own troop reassignments, if any.
Both players get an equal chance to try to out-think each other.

There is no need, when you attack someone with armies, they will lack a fleet to reassign their defensive armies.

It would be interesting if you could conceal the number of fleets you are attacking with, though.

Why would you ever attack with less than "every ship"?
Correct me if I'm wrong, but attacking others costs 5^ per fleet, so you might want to conserve forces for that reason alone.
Additionally, it doesn't quite say, but I'm assuming you have to split your fleet when you want to attack 2 different players on the same turn?
Finally, it's a nitpick, but if you have complete space-superiority on your opponent you would only send 5 more fleets than they have, not "every ship".

Reasonable enough reasons.  Still, having mechanics to hide fleet number is fiddly and workload heavy enough that I'll not allow it.
