Plant Fibre- how to?

So how do I obtain plant fibres anyway? Pig tails seem the likely source, but where do I process them? The mill only seems to work on sugar pods and wheat. Can anyone help me out? One of my farmers has gone strange and claimed a craft shop!

grow pig tails and set a farmer's workshop to "process plants" (not barrel/bag/vial)
