"Guy" has had non-gender-specific common usages for quite a while, even if it also has usages bearing a definite implication of masculinity. In my experience, the phrase "don't be the/that guy" falls into the former "gender-neutral-by-way-of-default-masculine" catergory...

I thought gender-neutral usage is restricted only to plural "guys", the singular having distinctly masculine connotation.

The singular typically has a masculine connotation, but not exclusively, and an idiomatic example like "the/that guy" behaves more like the fourth definition here since its referent is an archetypical and abstract entity. Though I suppose you could also argue that this typically-exemplary usage makes its quantity a bit fuzzy too.

In any case, I think we can all agree that - gender firmly to one side - while this ichtyid is blessed with gams that would quicken the water-flow over anyone's gills, it hardly has the thews to make a living as a Pillar.

A hearty meal makes a pyre bright
Alas! Fuel is scarce and low
Every Abysian learns of such light
- It cannot long stay aglow

Sad was our little Pyre-maniac
To see his creations destroyed
He vowed solemnly to fight back
Entropy had him bloody annoyed

He soaked wood in the blackest tar
Collected in pits nether and haunted
Then piled it with rubies from lands far
By pillars of cedar enchanted

He set on fire what was built to last
His creation finally complete
The arcane fuel even surplus casts
It surely will never deplete
