Removing my vote for 3.2,  I suddenly understood that our delta team can work on the air-dropable torpedo or aircraft engine.  And removing my vote for 11 Because without torpedo rockets and a ram it's entirely different ship

The rocket torpedo was a subproposal of your Lox/Alcohol design. As it intended to use said engine, it was therefore Lox-Alcohol fueled. (Which would've been interesting, to say the least)

If it didn't intend to do it, it should've been clearly stated as a counterproposal.

Spoiler: Voted Things (click to show/hide)

SMG

Based on our pistol rounds, our engineers have come up with this SMG design. It's a small, easily portable weapon, with a high fire rate. It's not that accurate, and lacks any kind of armor penetration. It's primarily intended for short range fighting, and excels in that task.

SMG
Recoil operated SMG
Cartridge: 9x25mm
Total length:  800 mm
Barrel length: 200 mm
Firerate: 500 rounds/minute
Magazine: 20,30 or 50 round detachable box
Weight: 4 kg
Construction cost: 0.25
Spoiler: Pick One (click to show/hide)

Cod Submarine

Work on the Cod Class submarine proceeds well. The engineers do their best, but the specifications cause some problems for the design. The design is critically underpowered, forcing it to operate at extremely low speeds, especially because of it's overly large cargo bay, which takes up almost 1/3 of the useful space. Lack of armoring also limits the ship's usability and diving range. Nevertheless, the engineers did manage to come up with some interesting innovations.

Cod Submarine  (Build time: 3 months)
Displacement:   341 metric tons  surface
                        430 metric tons submerged
Length:   45.42 m (149 ft 0 in)
Beam:   5.5 m (18 ft 1 in)
Draught:   3.05 m (10 ft 0 in)
Max depth: 30 meters
Propulsion:
          - 400 Kw Gasoline Propulsion   (12 km/hour)
          - 600 KW Electric Propulsion    (8 km/hour submerged)
Complement:   2 officers, 18 men
Submerged Duration: 8 hours
Sensors and processing systems:   2 periscopes
Armament:   4 torpedo tubes with 6 torpedoes
Other Armament: Two MGs sealed in waterproof boxes on deck, Pistols for the officers.
Armor: Whatever the batteries provide (they will be installed in the hull, inside the inner hull. Although this will complicate maintenance it will provide more armor.)

Tonnage allocation
- 20 tons Gasoline Propulsion
- 10 tons electrical Propulsion
- 120 ton batteries  (16 hours charge. Takes almost 3 days to recharge)
- 5 ton Periscope System
- 12 ton Torpedos
- 12 ton Torpedo Tubes
- 60 ton Sub parts
- 1 ton Misc Armament
- 101 ton Cargo Space [Non Assigned]
Spoiler: Traits, choose 3 (click to show/hide)

Electric Battery
1 ton = 40 KW/hour

Electric Engine
300 KW
Displacement: 5 ton

Air droppable torpedo
The team spends quite a lot of time perfecting this torpedo, with the results being quite interesting, though there's still a feeling of effort being wasted. The 500 kg air droppable torpedo is quite fast, has a decent range a considerably large amount of firepower for it's size.

Air droppable Torpedo
Weight: 500 kg
Explosive charge: 100 kg
Range: 2000 meters @ 60 km/hour
Launcher weight:
      - Single use: 100 kg
      - Reloadable: 750 kg
Spoiler: Pick 3 (click to show/hide)

Advanced Battery Systems

Additionally, advanced battery systems have been build, and added to previous designs.

Advanced Battery System
80 KW hours

Improved Aviation Engine

Our newest aviation team tests their knowledge by designing an improved aviation engine for heavier planes.  The result is a fairly heavy, but reliable 14 cilininder, double bank Radial engine .

Weight: 750 kg
Power: 900 KW
Traits: Reliable, Resilient

Wartime production is picking up speed now, and is focusing on 2 key points. Increasing the production of our newly developed fighter planes, and the construction of boats to defend our coasts. 2 Factories are dedicated to the production of Fighters, and our entire workforce is focused on expanding our docks and other installations. However, Mass deployement of Shark class attack boats is tremendously hindered by chronic supply shortages. There are simply not enough machine guns and cannons to supply the fleet, becoming so bad that additional weaponry has to be build on site, which is not beneficial for the productivity.

Moldavian Forces have finally started their large scale attacks. Our southern most islands assets have been taken without trouble, and without any resistance. We do have reports that the garrisons destroyed any fortifications and weaponry before surrendering rather than letting it fall into enemy hands. The majority of the fighting however has taken place around Crow's Isle. The assault has remained limited to long range artillery bombardment, in which neither sides sustained significant damage.

Our newest fighters have engaged enemies around Crow's Isle, and the results have been generally favourable.

Enemy commerce raiders have become increasingly troubling though, especially with the introduction of a dedicated vessel and have effectively cut off Crow's Isle. Without supplies, the rather barren island isn't going to last long.

Total Losses
9 40 mm cannons
8 Raven class fighters
7 Revolutionary class torpedo boats
17 Merchant ships captured

Enemy losses
18 Confirmed fighter kills
41 Torpedo Boat destroyers

A. Expand machinegun factory
B. switching to 15mm
C. Produce just enough naval guns to arm protectors, switch production of the rest to 40mm guns. We need them for the navy\AA defense
D. Expand artillery factory
E. Half of the 1200 dockyard to produce cod submarines, another continue producing Sharks. should we have no  enough machine-guns do not place them on the subs
Alpha: Start using cod submarines for suppling the crow Island, with opportunity anti-ship attacks on way back, cargoless
Beta: Dedicate 1\4th of Ravens to supply missions (while they can't carry much, they  can land anywhere)

1. Design diesel engines adapted to be used on Cod

F : Request that the Raven complex be doubled or tripled in size as fast as possible.

Gamma : Send Beta team for Gun training.
Delta : Dedicate the remaining 3/4 of the Raven force to contest the airspace around Crow island until the enemy air force is withdrawn from action or annihilated.
Epsilon : Suggest that the government ramps up the mining efforts to increase our resource supplies to keep up with construction requirements.

Zeta: Issue cod class Submarines with our new SMG(any one got a name for it?) for boarding Moldavian bound shipping.
a small amount of cargo space can be used to carry charges to sink any bordered ship that is carrying contraband.

We need to get a cod or two ready for shipping things to crow island. Remember, cods are cargo vessels, not for attacking things.
Omega: Produce two Cods and have them ship crow isle supplies, no attacking ships
2. Design a Cod variant for attacking, with a deck gun, more torpedoes, better sensors and more troops. No extra cargo space.

Strange that the sub travels slower under battery, even the propeller output is 50% higher.

3. Delta Team design "Condor" Class Seaplane/Bomber. Design goals/specs:
- brand new 900kw aviation engine
- Range double of Ravens
- Seaplane
- Able to drop ordinary ordnance or Torpedos
- Can double as a Light Transport

G: Retool truck factory and dedicate half of its production for Engines for the Ravens.
