Risky Space Lords III: The Emperor Strikes Back

Inspired by both games by a1s.

I am the Emperor.  My word is law.


Mankind has reached beyond the stars.  Planets on the far fringes of space now harbor human life, and each ball of dirt and rock is ruled beneath the benevolent guidance of ancient and glorious Houses.  You are one such House, and you dream of greatness.  One day your family will rule more than a few simple fiefs on the outer rim.  The current Emperor is weak, feeble, and petulant.  He is not fit to rule.  You will become Emperor, and all will know the glory of your House's banner!  Go forth, grow your kingdom and lay claim to what is rightfully yours!

Welcome to the Galactic Empire!  You are a Noble House, charged with ruling over a number of planets.  To win, you must complete the following objectives:

• Hold Earth.
• Kill the Emperor.

I wish you the best of luck - you'll need it, for I am the Emperor and I have no intention of dying any time soon.  I am also petty, vindictive, arbitrary, and fickle.  Wait...where am I? Who are you?  Guards? Guards!!

You will start with any number of planets totaling 20 Size, and 10 Population distributed between them.  Each Pop will produce ^1 (the main currency, referred to as Karats) if they are fed.

The 3 types of planets:

• Farmworlds: They produce Food.  They produce 2 Food for every 1 Pop you have working the planet.  Food is important, and allows your other planets produce goods.
• Refineryworlds: They produce Alloys.  They produce 2 Alloy for each fed Pop.  You can also build Armies here.
• Machineworlds: They produce Fleets.  They can also turn 2 Alloys into ^4 for each fed Pop.
  

Planets are listed as "Size[Population]F/R/M Name".  Planets also produce a little extra if they're bigger in size - for every 4 Size, they produce an extra 10%!  See the (Cheatsheet) spoiler for an easy reference to Size Bonuses.  So a Size 10 farm planet with 8 Pops will produce 2 Food per pop, which is 16 Food.  Planet Size 10 is a 20% bonus.  16 Food + 20% is 19 Food!  If you want to keep it simple and not do as much math, you can skip this step and just take the base amount, or ask another player if you can pay them to do the math for you.  Usually the amount you multiply your production by doesn't really change, so you can also just list it in your sheet for easy reference.  Note that this applies only to production of resources and building Fleets, not taxes!

All fractions round down to the nearest whole number.

There is also a Homeworld Bonus, too!  This is your super-special one planet that your House calls home, and is represented by the * after the planet type.  This gives your planet another 50% bonus - so if you have a Size 20 planet that's a 50%, plus it's your homeworld for another 50%, which means that planet produces 100% more!  If you don't like your homeworld (or you lost it), you can spend ^25 to make another planet your homeworld.

Fleets let you move your Armies around and cost ^5 upkeep each turn.  They cost another ^5 to attack other people.  See the (Military and Combat) for how to buy Fleets.
Armies defend your planets and invade other peoples planets and cost ^1 upkeep each turn.  They cost another ^1 to move around or land on other peoples planets.  See the (Military and Combat) for how to buy Armies.

You will also start the game with 1 turns worth of production, 1 Fleet, 2 Armies, and 1 Favour - a special currency which lets you ask the Emperor for stuff.  You will also need to sign the Fealty Contract to sign up (don't worry - contracts are only binding for one turn, so it won't prevent you from winning!).  You'll need to pick a House name and your starting planets.

Spoiler: Planets and Pops (click to show/hide)

Planets are your fiefs.  They generate income, resources, and military forces.  You'll start with 20 Size worth of planets and 10 Population.

• Pops are your people.  If they are fed, they will produce ^1 in tax per Pop, as well as whatever resource type the planet can produce.  You can move Pops between planets for ^1 each if you own a Fleet.  You can grow Pops on planets by paying Food equal to the total number of Pops you already have.  Each planet can only increase in Pop by 1 per turn, and only up to the Size of the planet.  So if you have three planets, 11(10), 20(10), and 10(10), you could spend 61 Food in one turn to grow two of them by one Pop (30 Food + 31 Food).  Planets can also have 0 Pop, in which case they can not grow Pops naturally and you must transport Pops there.  You can also turn Pops into Armies at Refineryworlds.  You may not trade Pops with other players, or trade planets which have Pops.  You can spend ^1 per Pop to cryogenically freeze them and store them the same way you would a resource, like Food or Alloy.  You may unfreeze them freely, but this requires a Fleet to resettle them.  Frozen Pops still count towards your Kingdom Size for growing new Pops.  You may not move or freeze Pops that are being attacked by enemy Armies, and attacked Pops do not produce resources or taxes.
• Size is how many Pops can fit per planet.  Smaller planets are more common, but can go up to 20 in size.  You can increase the Size of a planet (up to 20) by paying Alloys and Karats equal to the current Size (so increasing a Size 3 planet will cost 3 Alloys and 3^ to reach Size 4).  This is the cost to terraform the planet and build orbital habitats, and you may increase each planet's Size by a max of 1 per turn.  Pops produce extra resources based on the size of the planet - an additional 10% for every 4 Size.  This does not affect taxes, but will improve the amount of Food, Alloy, Machining, and Effort they can produce each turn.  For example, a Size 10 farm planet with 8 Pops will produce 2 Food per pop, which is 16 Food.  Planet Size is 10, which is 20% (because it hit the Size 8 threshold).  16 Food + 20% is 19 Food.  Note that for Machineworlds, this does not make them more efficient at converting Alloys into Karats, but instead allows the planet to convert MORE Alloys into Karats per turn; a 20[20]M planet can convert 60 Alloys into ^120, not 40 into ^120.  See the (Cheatsheet) for handy planetary size bonuses.

The 3 types of planets.  Planet type may not be changed.

• Farmworlds: They produce Food.  They produce 2 Food for every 1 Pop you have working the planet.  Food is important, and allows your other planets produce goods.  Farmworlds do not need to spend Food on themselves.
• Refineryworlds: They produce Alloys.  They produce 2 Alloy for each Pop.  You can also build Armies here.
• Machineworlds: They produce Fleets.  Each Pop produces 1 Effort towards the Fleet being constructed at that planet.  Pops can instead be used to turn 2 Alloy into ^4 for each Pop.
  

Planets will only produce goods and taxes if EVERY Pop on that planet is supplied with Food.  Otherwise, the planet will focus on producing enough food for itself and produce no taxes or goods.  This is not a bad thing, if you want to save up resources to purchase something expensive - like growing more Pops, or building a Fleet or Army.

Planets are listed as "Size[Population]F/R/M Name". So, a Farmworld might be "10[8]F New Kansas", a Refineryworld might be "9[9]R Smelterland", and a Machineworld might be "2[1]M Tiny Shipyard".

All fractions round down to the nearest whole number.


Each House has one Homeworld, which is where your leader lives.  This is denoted by a * after the planet type - such as "20[10]F* Oathrone".  A Homeworld will produce 50% more in addition to its size bonus, so the maximum bonus a planet can ever have is +100%.

It costs ^25 to move your Homeworld to a different planet you own.


Acquiring new planets:  Occasionally, the Emperor will offer a newly-discovered planet to the Houses of his Empire.  The House will need to out-bid other Houses to acquire this planet.  Usually the highest "suit" of bid wins, with ties decided by lesser suits.  In the event of a tie (or if the Emperor is feeling Fickle), the Emperor will arbitrarily pick a House to give the new planet. 

The bid suits are as follows, in order of greatest to least:

• Planets (of comparable value)
• Favour
• Fleets
• Armies
• Alloys
• Food
• Money

The Emperor may also pick lower suits if they are of greater value: for example, a "100^" bid will win over a "10 Food" bid.

Spoiler: Resources (click to show/hide)

• Karats: Money!  Denoted by "^", Karats are used to buy things at the Market (see Market), increase planet Size (see Planets and Pops), and build and maintain Armies and Fleets (see Military and Combat).
• Food: Food allows you to feed your people.  Planets will only produce taxes and resources if every Pop on the surface receives 1 Food each. You can grow new Pops by paying Food equal to the current number of Pops in your kingdom (see Planets and Pops).  It is also used to build Armies.
• Alloys: Alloys allow you to build Fleets and Armies and can be converted into money at Machineworlds for 2 Alloy to ^4 per Pop.  It is also used to increase planet Size.
• Favour: Favour is used to get stuff from the Emperor.  It's used to win bids on new planets, and may be exchanged to the Emperor to enforce a White Peace between warring Houses, 125^, 170 Alloys, 250 Food, 1 Fleet, or 5 Armies.
  

Resources stack infinitely and may be traded between Houses and the Market freely.  A House keeps their resources even with no planets (see Victory and Defeat).

Spoiler: Military and Combat (click to show/hide)

It's far easier and quicker to take someone elses planet than it is to build up one of your own!  There are two types of Military units:

• Fleets are produced at Machineworlds.  They cost ^5 per turn in upkeep, and cost another ^5 to attack another player.  To produce a Fleet, a player must pay 50^ and 50 Alloys up-front, and spend 35 Effort.  Effort is labor by Pops on a Machineworld.  Instead of turning Alloys into Karats, they will instead produce Effort on a Fleet's construction, denoted by (#/35 Fleet) after the planet's name.  Each fed Pop will increase the Effort by 1, up to 35 (Effort over 35 will only carry over if you begin construction on a new Fleet that turn).  For example, a 10[10]M world will take 3 turns to produce 1 Fleet (10 * 1.2 = 12, and 35/12 = 3), but a 14[14]M world would only take 2 turns (14 * 1.3 = 18, 35/18 = 2).  Multiple Machineworlds can not combine Effort.  Pausing construction on a Fleet does not decrease the Effort already contributed.  Fleets allow you to move any number of Pops and Armies for ^1 each, and unfreeze Pops.
• Armies are produced at Refineryworlds.  They cost ^1 per turn in upkeep, and cost another ^1 to move between planets.  To produce an Army, a player must pay 10^, 10 Alloys, and 10 Food, and 1 Pop on the planet will be converted to an Army.  They require a Fleet to move, and may only land on enemy planets if that player does not own a Fleet.  Armies do not count against Pop count or planet Size.  You may produce an unlimited number of Armies per turn.

A player may choose to decommission a Fleet or Army at any time, but does not receive any refund in return. 


Bombardment occurs when a player who owns a Fleet declares an enemy planet to bombard - so long as the defending player does not own a Fleet themselves.  A bombardment may happen the same turn space combat occurs, if the attacking player declared they were attempting a bombardment.  Bombardment happens before ground combat.  1 Fleet may bombard 1 planet each turn.  Multiple Fleets may bombard the same planet.

When a planet is bombarded, one Pop or Army is randomly destroyed.  The selection is proportional to the number of Armies and Pops on the planet.  For example, a bombarded 2[2] world with 1 Army has a 2/3 chance that one Pop will be killed and a 1/3 chance that the Army will be killed.


Combat occurs when a player declares they are attacking another player with either a number of Fleets or a number of Armies.  Combat is the same for both Fleets and Armies.

Each side rolls 1D6 + number of units.  The loser has one Army or Fleet destroyed.  Nothing happens on ties.  Combat repeats until the total number of units in the combat is half (rounding down).  Once this point is reached, Fleets return home and Armies pause in their conquest.  A planet with an enemy Army on the surface may not produce goods, Effort, Armies, or taxes until it is fully under control again.

Players may Defend other Houses with their Fleets.  Simply list which Houses you are Defending in your character sheet, and your ships will move to protect them if they are attacked.  Defending does not require money beyond normal maintenance.  After attacking, Fleets return home and may defend against other attacks - players can not be caught with their "ships away from home". 

Example:

House Red (4 Fleets) attacks House Black (3 Fleets).  They pay 20^ to move their Fleets into Black's territory and combat begins. 

House Red rolls 1D6+4 = 6 (2+4).  House Black rolls 1D6+3 = 5 (2+3).  House Black loses one Fleet.  The combat continues thus:

Red 1D6+4 = 7 | Black 1D6+2 = 8
Red 1D6+3 = 6 | Black 1D6+2 = 6
Red 1D6+3 = 6 | Black 1D6+2 = 3
Red 1D6+3 = 4 | Black 1D6+1 = 7

Combat now pauses as there are only 3 Fleets left between the two sides (7/2 rounded down is 3).  Red's two remaining Fleets return home.  Armies, however, would remain on the enemy's planet, and combat would continue next turn unless one side chooses to leave (leaving requires a Fleet).

Combat between players occurs in order of Priority.  The Oldest Houses have their combats decided first.

A player may not Freeze or move Pops on a planet being attacked.

The Market is the galactic exchange where you can buy and sell Food and Alloys.  The Market is always available, but the exchange rates are pretty bad.  You may have better luck trading with other Houses.  Goods are bought and sold in increments of 10.

You may not ever go into debt using the market - i.e. your balance can never be negative from market use.

To win, you must kill the Emperor (me) and take Earth.  To kill the Emperor, every planet in his domain must be conquered.

A House may have its planets conquered by a neighboring House.  If a House has no remaining planets, they may choose to Die Gloriously in Combat or Go Into Exile.

If a House Dies Gloriously in Combat, their remaining resources (Food, Alloys, Karats) goes to the one who conquered their last planet and they are removed from the game.

If a House Goes Into Exile, they must pick another House to host them.  The hosting House may choose to destroy the Exiled House, in which case they gain their remaining resources (Food, Alloys, Karats).  They may also choose to shelter the Exiled House and grant them a planet to govern, help reclaim their lost planets, or simply hold them hostage.

An Exiled House must have their Host's permission to be hosted by another House.

The Emperor deals out planets to players and makes decrees throughout the game.  The Emperor's Mood generally affects how these decisions and decrees are made, though not always.  The Emperor may also offer Mission from time to time.

When the Emperor offers new planets, players will bid on these planets.  The winning bid is usually the one with the higher suit and value: e.g. a bid of "1 Favour, 10 Alloy, 15 Food" will beat a bid of "1 Favour, 5 Alloy, 25 Food, ^100", unless the Emperor is feeling Fickle.  The Emperor may also demand alternative payments rather than the standard resources.

Violating the Emperor's Will may result in Excommunication, in which the offending House may no longer plead for White Peace, bid on planets, or use Favours.  The Emperor may also offer Bounties against the offending House.

The Emperor starts in a strong position, but is complacent and does not really grow or develop his planets.  Do not underestimate him, however; his word is law.

A player may use Favours with the Emperor to enforce a White Peace between warring Houses, gain 125^, 170 Alloys, 250 Food, 1 Fleet, or 5 Armies.

Spoiler: Contracts (click to show/hide)

Contracts are only binding on the first turn they are written.  Subsequent turns do not require a House honor the contract, though they may choose to do so anyways.  Choosing to renege requires the offending player to announce they are no longer honoring the contract.

For example, House Red and House Black sign a contract stating that Red will give Black 10 Alloys, and Black will give Red 10 Food each turn for three turns.  The first turn, Red gives Black 10 Alloys, and Black gives Red 10 Food.  The next turn, Black announces they renege the contract, and does not deliver any more food.  Red starves, and with their Fleet production delayed Black is in an ideal position to invade and conquer their planets.

How quickly can we spend the resources from a favor?
You can cash the Favour at any point, but since it actually comes from the Emperor, he also has the option to deny it.  He may answer your Favour request between immediately, to the start of the next turn.    You can use the resources immediately once you have them.

When do newly-created Pops start working?
Pops you create from food start working the next turn.

Do newly-created Pops need food?
Only to create them.  Otherwise, they don't need to be fed the same turn they're created, because they're created after the production happens.

Can 1 Fleet allow an infinite amount of movement?
Yes - so long as you have 1 Fleet, you can move any number of Pops or Armies.

When do moved Pops work?
An individual Pop can only be taxed or produce once per turn.  You can have them produce before or after moving, as you'd like.

Does my Fleet protect all my planets?
Yes, your Fleets protect all your planets until they're destroyed.

How does the size/homeworld bonus work for Machineworlds?
The bonus is applied to the resources consumed, not created.  So a Size 20 machineworld could have 1 Pop turn 4 Alloy into ^8, for example.  A 16[16] could consume 44 Alloy and produce ^88.

What can I do during my starting "turn 0" production?
You can trade with other players for resources you need, generate resources and taxes, pay for your Fleets and Armies.  You may not increase planet size or grow Pops, however; this is meant to be one turns worth of production for you to start with.

I want to sign up as a ship builder and seller house, (Ninjaed, I might go alloys instead) but before I do, a question:
How quickly can we spend the resources from a favor? I assume it's something like Turn 1: Favor > food. Turn 2: Food > pop. Turn 3: new pops produce.
And what sort of traitor would dare call the Emperor arbitrary and fickle? Those favor exchange rates seem very stable.

So long as you have at least 1 Fleet, you may ferry Pops and Armies around freely.  Pops moved in this manner can work immediately (each pop can only produce once per turn, obviously - a farmer can't produce food, then ship to a refinery and produce alloy, then ship to a machineworld to turn that into cash all in the same turn).

You can cash the Favour at any point, but since it actually comes from the Emperor, he also has the option to deny it.  He may answer your Favour request between immediately, to the start of the next turn.  Pops you create from food start working the next turn.

The forge is interested in purchasing both alloys and food, .5 seems like a fair price for food, and thus the logic of the calculatron suggests that we would also be willing to pay .7 for alloys.
