Resurrecting dead dwarf civ to play as adventurers

I had a plan to bring back the dead dwarf race by making a fort so i made a small fort and played for a couple seasons but dwarfs are still unable to be selected as adventurers even when i retire the fort and leave it as a functioning site. is there a size requirement or is this a bug?

You can't start your adventurer at a player built fortress.

well thats very depressing so i suppose theres no way to have dwarf adventurers in this save? maybe conquering another site?

Conquest would work, as well as waiting for more non player sites to get reclaimed or built

it seems to not be possible i've conquered some former goblin hamlets and still cant play as a dwarf. maybe once every civ of a race is dead its impossible to recruit adventurers
