Laws:

That relies on two things:
1. That Javier's disease can infect humans, not just gods (assuming it's not custom-tailored to Jebyg alone!)
2. That Jebyg can find someone to sleep with him.
Even if that happened, chances are that the poor lady would die pretty fast, making it unlikely that she would pass it on.

Also, if we never actually punish anyone or do anything, we're pretty much powerless.
